May 28, 2024 <br /> <br />“ORDINANCE ACCEPTING 2023 EMERGENCY SHELTER UPGRADE ASSISTANCE <br />FUNDING IN THE AMOUNT OF $65,000 FROM THE VIRGINIA DEPARTMENT OF <br />EMERGENCY MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY <br />2024 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 143 - Adoption of an ordinance accepting Shelter Plus Care funds in the amount <br />of $622,729 from the U.S. Department of Housing and Urban Development and <br />appropriating said amount in the FY 2024 Behavioral Healthcare Service Fund to <br />provide housing and supportive services for chronically homeless individuals and <br />families. <br /> <br /> Background: <br /> <br /> Shelter Plus Care funds are allocated to assist with housing and supportive <br />services for individuals and families who are chronically homeless as defined by the U.S. <br />Department of Housing and Urban Development. <br /> <br />Discussion: <br /> <br /> The U. S. Department of Housing and Urban Development awarded $622,729 to <br />the Portsmouth Department of Behavioral Healthcare Services. These funds will be <br />utilized to provide rental assistance and support services. <br /> <br /> The Shelter Plus Care program provides case management, support services, and <br />financial management while encouraging stability, employment, and independence for <br />individuals and families diagnosed with mental health concerns, substance use addiction, <br />or a developmental disability. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required at this time. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING SHELTER PLUS CARE FUNDS IN THE AMOUNT OF <br />$622,729 FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT AND APPROPRIATING SAID AMOUNT IN THE FY 2024 <br />BEHAVIORAL HEALTHCARE SERVICE FUND TO PROVIDE HOUSING AND <br />SUPPORTIVE SERVICES FOR CHRONICALLY HOMELESS INDIVIDUALS AND <br />FAMILIES. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 144 - Adoption of an ordinance accepting settlement funds in the amount of <br />$480,713.26 from various Opioid Settlement Accounts and appropriating said <br />amount in the FY 2024 Behavioral Healthcare Service Fund for use by BHS for <br />approved abatement purposes as defined by the Virginia Opioid Fund and <br />Settlement Allocation MOU. <br /> <br />Background: <br /> <br /> The City of Portsmouth was one of several Virginia localities to file suit against <br />entities engaged in the manufacture, marketing, promotion, distribution, and dispensing <br />of opioids. <br /> <br /> <br /> <br /> <br />
