May 28, 2024 <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 139 - Adoption of an ordinance accepting Litter Prevention and Recycling <br />Program funds in the amount of $31,975 from the Virginia Department of <br />Environmental Quality and appropriating said funds in the FY 2024 Grants Fund for <br />use in connection with the Keep Portsmouth Beautiful program. <br /> <br />Background: <br /> <br /> The Virginia Department of Environmental Quality provides Litter Prevention and <br />Recycling Program funding to localities. <br /> <br /> The City received an award of $31,975. <br /> <br /> This amount should be appropriated to the Grants Fund. <br /> <br />Discussion: <br /> <br /> This grant supports ongoing education and public outreach efforts in the <br />community to protect the environment and to help keep Portsmouth beautiful. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING LITTER PREVENTION AND RECYCLING PROGRAM <br />FUNDS IN THE AMOUNT OF $31,975 FROM THE VIRGINIA DEPARTMENT OF <br />ENVIRONMENTAL QUALITY AND APPROPRIATING SAID FUNDS IN THE FY 2024 <br />GRANTS FUND FOR USE IN CONNECTION WITH THE KEEP PORTSMOUTH <br />BEAUTIFUL PROGRAM. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 140 - Adoption of an ordinance (1) authorizing the execution of a Duct and <br />Conduit Space License Agreement with the Southside Network Authority for the <br />occupancy of a portion of Portsmouth’s fiber conduit across the West Norfolk <br />Bridge and (2) appropriating the sum of $1,300,000 anticipated to be received as <br />a result of said agreement to the Fiber Network Project in the Municipal Facilities <br />Category of the FY 2024 Capital Improvement Fund Budget. <br /> <br />Background: <br /> <br /> The Southside Network Authority (“SNA”) is a regional broadband authority <br />consisting of the five southside cities and is currently constructing a regional fiber ring. <br /> <br /> The SNA’s regional fiber ring is designed to cross the West Norfolk Bridge. <br />Portsmouth’s local fiber ring already crosses the West Norfolk Bridge. When Portsmouth <br />constructed its own ring, it purposefully used a larger conduit (4”) for the West Norfolk <br />Bridge crossing to leave space for the SNA’s fiber. Portsmouth’s cost for this crossing <br />was approximately $1.3 million. Portsmouth currently has 288 strands of fiber located in <br />the conduit. <br /> <br /> The SNA desires to occupy a portion of Portsmouth’s conduit with its own fiber <br />optic cable for 20 years. In return, the SNA will pay Portsmouth a lump sum of $1.3 million. <br />The conduit will only be at about 50% capacity after adding 864 fiber strands. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
