May 14, 2024 <br /> <br />WHEREAS, <br />this Council recognizes its responsibility to direct that safeguards be <br />established to protect employees from using their positions for a purpose that gives the <br />appearance of being motivated by a desire for private gain for themselves or others, <br />particularly those with whom they have family, business or other ties; and <br /> <br />WHEREAS, <br />this Council has found that the proposed 5-Year CP and 2025 Annual <br />Action Plan are appropriate to meet the needs of the City and, therefore, are acceptable <br /> <br />NOW THEREFORE BE IT RESOLVED <br />by the Council of the City of Portsmouth, <br />Virginia, that the proposed 5-Year CP and 2025 Annual Action Plan having been reviewed <br />and considered, said Plans be and hereby are approved as final in all respects, and the <br />City Manager is hereby authorized to file any additional information as may be required <br />with the Department of Housing and Urban Development in order to obtain funding for the <br />programs addressed in the Plans. <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is designated as the certifying <br />officer and authorized representative of the City of Portsmouth and shall provide <br /> <br />assurances as required of the locality by the Acts for the approval of the Program.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />1.
