<br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, suggested a way to allow citizens to
<br /> participate in meetings virtually. He also suggested that rather than provide bonuses,
<br /> those funds be used to pay down retirement fund balances.

<br />24 - 124 - Adoption of a resolution to close the Hampton Roads Regional Jail.
<br />
<br />Background:
<br />
<br /> The Hampton Roads Regional Jail Authority (the “Authority”) is comprised of five
<br />member cities: Portsmouth, Chesapeake, Hampton, Newport News, and Norfolk.
<br />
<br /> From the mid-1990s through early 2024, the Authority operated the Hampton
<br />Roads Regional Jail at 2690 Elmhurst Lane.
<br />
<br /> As of April 1, 2024, the Hampton Roads Regional Jail closed and no longer houses
<br />inmates.
<br />
<br />Discussion:
<br />
<br /> Under the agreements governing the Authority, the City Council of each member
<br />city is required to approve the closure of the jail.
<br />
<br /> The resolution proposed for Council consideration approves the closure of the jail
<br />and the winding down of affairs and ultimate dissolution of the Authority.
<br />
<br /> The resolution also authorizes the sale of the jail property at 2690 Elmhurst to the
<br />City of Portsmouth for a purchase price of $31,500,000.
<br />
<br /> All five member cities have agreed to place the resolution on their Council agendas
<br />during the month of May.
