May 14, 2024 24-123 (B): “ORDINANCE TO AMEND APPENDIX A OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) TO INCREASE RATES FOR WATER AND SEWAGE SERVICES AS AUTHORIZED BY SECTIONS 38-83 AND 38-117 OF SAID CODE.” Ayes: Hugel, Lucas-Burke, Moody, Whitaker, Glover Nays: Barnes, Tillage Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following ordinance, and was adopted by the following vote: 24-123 (C): “ORDINANCE TO AMEND AND REORDAIN APPENDIX A OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) FOR THE PURPOSE OF MODIFYING FEES FOR BIDE-A-WEE GOLF COURSE.” Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: Barnes Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following resolution, and was adopted by the following vote: 24-123 (D): “RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT 5- YEAR CONSOLIDATED PLAN (CP) FOR FEDERAL FISCAL YEARS 2024 to 2028 AND THE FEDERAL FISCAL YEAR 2024 (CITY PROGRAM YEAR2025) ANNUAL ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AND AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY’S COMMUNITY PLANNING AND DEVELOPMENT GRANT ENTITLEMENTS. WHEREAS the City of Portsmouth is an entitlement community under the US Department of Housing and Urban Development’s (HUD) Community Development Block Grant Program (CDBG) and HOME Investment Partnerships Program and is required to compete a 5-Year CP that develops a comprehensive vision that encompasses affordable housing, infrastructure, fair housing, civic design, economic development combined with human development and a continuum of care for helping the homeless; and WHEREAS, pursuant to the Housing and Community Development Act of 1974, as amended, and the Cranston-Gonzalez National Affordable Housing Act of 1992, as amended, (“Acts”), financial assistance is provided to enable localities to provide decent housing, establish and maintain suitable living environments, and expand economic opportunities for low to moderate income residents; and WHEREAS, each of the Community Planning and Development programs (CDBG and HOME) shall be operated on a single consolidated program year; and WHEREAS, the required public hearing has been held and the City Council has reviewed the proposed 5-Year CP and 2025 Annual Action Plan; and WHEREAS, it is necessary that this Council take official action regarding the 5- Year CP and 2025 Annual Action Plan to comply with the regulations of the aforementioned Acts; and WHEREAS, this Council is aware of the federal regulations governing the undertaking and carrying out of activities under the community planning and development programs; and
