April 23, 2024 <br /> <br />24 - 110 - Adoption of an ordinance accepting additional Auxiliary Grant Program <br />funding in the amount of $130,000 from the Commonwealth of Virginia and <br />appropriating said amount in the FY 2024 Social Services Fund Budget to provide <br />income supplements to certain individuals residing in assisted living facilities or <br />adult foster homes. <br /> <br />Background: <br /> <br /> The Auxiliary Grant Program provides income supplements to recipients of SSI <br />and certain other aged, blind, or disabled individuals residing in a licensed assisted living <br />facility or in an approved adult foster home. <br /> <br /> Before being admitted to an assisted living facility or an adult foster home, adults <br />are assessed by the local department of social services to determine eligibility and level <br />of care. <br /> <br /> The rates are determined by the Virginia General Assembly and are adjusted <br />periodically. <br /> <br />Discussion: <br /> <br /> Portsmouth Social Services has been approved for additional funding in the <br /> <br />amount of $130,000. <br /> <br /> The Auxiliary Grant Program includes payments to cover room and board, <br />maintenance and care, and a personal needs allowance. <br /> <br />Financial Impact: <br /> <br /> The funding has a required local match of 20%, which match has previously been <br />appropriated in the FY 2024 Social Services Fund Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ADDITIONAL AUXILIARY GRANT PROGRAM FUNDING <br />IN THE AMOUNT OF $130,000 FROM THE COMMONWEALTH OF VIRGINIA AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2024 SOCIAL SERVICES FUND <br />BUDGET TO PROVIDE INCOME SUPPLEMENTS TO CERTAIN INDIVIDUALS <br />RESIDING IN ASSISTED LIVING FACILITIES OR ADULT FOSTER HOMES. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: None <br /> <br />24 - 111 - Adoption of a resolution requesting approval of the Community Based <br />Corrections Plan Needs Assessment and Planning Study and reimbursement for <br />eligible acquisition, design and construction expenses related to the Portsmouth <br />City Jail Project. <br /> <br />Background: <br /> <br /> On behalf of the City, Moseley Architects has submitted a Community Based <br />Corrections Plan Needs Assessment and Planning Study to the Virginia Board of Local <br />and Regional Jails. <br /> <br /> The Study analyzes the City’s present and future correctional facility needs and is <br />required for the City to be eligible for partial funding reimbursement from the <br />Commonwealth for jail acquisition, design and construction expenses. <br /> <br />Discussion: <br /> <br /> Virginia Board of Local and Regional Jails regulations require that City Council <br />adopt a resolution to formally submit the Planning Study. <br /> <br /> <br /> <br /> <br /> <br />
