April 23, 2024 <br /> <br /> Councilman Moody asked that, during a Public Work Session, a representative from <br /> <br />the Commonwealth Attorney’s Office provide information on how this money will help <br />the community. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE AMENDING ORDINANCE 2024-29 FOR THE PURPOSE OF <br />CONFIRMING THAT THE $467,257 APPROPRIATED BY SAID ORDINANCE SHALL <br />BE USED BY THE COMMONWEALTH’S ATTORNEY’S OFFICE FOR THE <br />OPERATION CEASEFIRE PROGRAM. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: None <br /> <br />24 - 109 - Adoption of an ordinance accepting Virginia Homeless Solutions Program <br />funds in the amount of $5,000 from the Virginia Department of Housing and <br />Community Development and appropriating said amount in the FY 2024 Grants <br />Fund for use by the Department of Social Services to provide homeless services <br />resources. <br /> <br />Background: <br /> <br /> DHCD administers the Commonwealth of Virginia’s homeless services resources <br />through the Virginia Homeless Solutions Program. <br /> <br /> VHSP’s goals are to assist households experiencing homelessness with quickly <br />regaining stability in permanent housing, as well as to prevent households from becoming <br />homeless. <br /> <br /> The funds are to be expended for outreach, emergency shelter operations, <br />targeted prevention activities, rapid re-housing activities, centralized/coordinated entry, <br />Continuum of Care (CoC) planning, the homeless management information system, <br />and/or administration. <br /> <br />Discussion: <br /> <br /> PDSS plays a key role in the community’s emergency response to homelessness. <br /> <br /> The grant has match contributions that can be cash, in-kind, or a combination of <br />both. For match to be counted as cash or in-kind, amounts must be used for eligible <br />activities. <br /> <br />Financial Impact: <br /> <br /> PDSS will be responsible for the 25% in-kind match, which has already been <br /> <br />provided for in the PDSS budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Barnes, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING VIRGINIA HOMELESS SOLUTIONS PROGRAM FUNDS <br />IN THE AMOUNT OF $5,000 AND APPROPRIATING SAID AMOUNT IN THE FY 2024 <br />GRANTS FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO <br />PROVIDE HOMELESS SERVICES RESOURCES. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
