April 23, 2024 <br /> <br />Financial Impact: <br /> <br /> The City will receive a 25% reimbursement from the Commonwealth for eligible <br />acquisition, design and construction costs related to the conversion of the Hampton <br />Roads Regional Jail to the City Jail. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City will submit the Resolution to the Virginia Board of Local and Regional <br /> <br />Jails. <br /> <br />Motion by Mr. Barnes, and seconded by Mr. Tillage, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION REQUESTING APPROVAL OF THE COMMUNITY BASED <br />CORRECTIONS PLAN NEEDS ASSESSMENT AND PLANNING STUDY AND <br />REIMBURSEMENT FOR ELIGIBLE ACQUISITION, DESIGN AND CONSTRUCTION <br />EXPENSES RELATED TO THE PORTSMOUTH CITY JAIL PROJECT. <br /> <br />WHEREAS, <br /> 6 VAC 15-81-100 (“Standards for Planning, Design, Construction, and <br />Reimbursement of Local Correctional Facilities” (the “Standards”)) requires that a <br />Resolution be submitted to the Board of Local and Regional Jails (“BLRJ”) requesting <br />approval of the City’s Community Based Corrections Plan Needs Assessment and <br />Planning Study and reimbursement for eligible acquisition, design and construction <br />expenses; and <br /> <br />WHEREAS, <br /> Moseley Architects has submitted a CBCP Needs Assessment and <br />Planning Study on behalf of Portsmouth, Virginia for the acquisition, design and <br />construction of the Portsmouth City Jail Project as required by the Standards; and <br /> <br />WHEREAS, <br /> the Portsmouth City Jail Project is eligible for reimbursement of <br />eligible acquisition, design and construction costs pursuant to § 53.1-80 et seq. of the <br />Code of Virginia, as amended. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that the City of Portsmouth requests that BLRJ give its approval for the CBCP <br />Needs Assessment and Planning Study and funding for reimbursement of twenty-five <br />percent (25%) of all eligible acquisition, design and construction costs subsequent to <br />Governor and General Assembly approval and funding for the Portsmouth City Jail project <br />as identified in the CBCP Needs Assessment and Planning Study submitted to the BLRJ <br /> <br />pursuant to § 53.1-80, et seq., Code of Virginia, 1950, as amended.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />24 - 112 - Boards and Commissions <br /> <br />Vice Mayor Lucas-Burke offered the following nominations: <br /> <br />Mr. Steven Carter, City Manager <br />Appointed to: <br />Hampton Roads Regional Jail Authority <br />Community Policy & Management Team <br />Transportation District Commission of Hampton Roads, Alternate <br />Hampton Roads Planning District Commission <br />Newport Development Authority <br />Regional Broadband Authority, Member <br /> <br /> <br /> <br /> <br /> <br /> <br />
