April 23, 2024 <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $15,107 in Community Mental Health Services Block Grant Funding to the <br />Portsmouth Department of Behavioral Healthcare Services. <br /> <br /> The Community Mental Health Services Block Grant Funding is to be utilized to <br />deliver services to individuals recovering from mental health, substance use, or co- <br />occurring disorders. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />Motion by Mr. Barnes, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING COMMUNITY MENTAL HEALTH SERVICES BLOCK <br />GRANT FUNDING IN THE AMOUNT OF $15,107 FROM THE VIRGINIA DEPARTMENT <br />OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID FUNDS IN THE FY 2024 BEHAVIORAL HEALTHCARE <br />SERVICE FUND FOR THE DELIVERY OF SERVICES TO INDIVIDUALS <br />RECOVERING FROM MENTAL HEALTH, SUBSTANCE USE, OR CO-OCCURRING <br />DISORDERS.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: None <br /> <br />24 - 108 - Adoption of an ordinance amending Ordinance 2024-29 for the purpose <br />of confirming that the $467,257 appropriated by said ordinance shall be used by <br />the Commonwealth’s Attorney’s Office for the Operation Ceasefire Program. <br /> <br />Background: <br /> <br /> On April 9, 2024, City Council adopted Ordinance 2024-29, which appropriated <br />$467,257 in funding from the Virginia Department of Criminal Justice Services for the <br />Commonwealth’s Attorney’s Office. <br /> <br /> Ordinance 2024-29 appropriated the funding for use in connection with the Victim <br />Witness Program. <br /> <br /> However, the funding should have been appropriated for use in connection with <br />the Operation Ceasefire Program, a separate and distinct program from Victim Witness. <br /> <br />Discussion: <br /> <br /> To ensure clarity and accuracy in the City’s recordkeeping, the new ordinance <br />proposed for City Council consideration amends Ordinance 2024-29 to provide that the <br />Commonwealth’s Attorney’s Office shall use the appropriated funds for the Operation <br />Ceasefire Program. <br /> <br />Financial Impact: <br /> <br /> N/A <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make note of the corrected use of the funding. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
