April 23, 2024 <br /> <br />At a Regular Meeting of the City Council on Tuesday, April 23, 2024, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., <br />De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., City Manager Steven Carter, <br />City Attorney Lavonda Graham-Williams. <br /> <br /> <br /> Mayor Glover welcomed the Portsmouth Alumni Chapter of Delta Sigma Theta Inc. <br /> <br /> <br /> Vice Mayor Lucas-Burke provided a brief overview of Delta Sigma Theta’s objectives. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> <br /> Mayor Glover welcomed new City Manager Steven Carter. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Called Meeting of April 9, 2024, and of a Regular Meeting of April 9, 2024, and was <br />adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />24 - 105Public hearing to solicit citizen comments on the Community Development <br /> <br /> Block Grant (CDBG) Annual Action Plan. <br /> <br />There were no speakers. <br /> <br />24 - 106(a) Public hearing to consider the Annual Operating Budget for <br /> <br /> FY2025. <br /> <br />There were no speakers. <br /> <br /> (b) Public hearing on the recommended 2025-2029 Capital <br /> Improvement Program. <br /> <br />There were no speakers. <br /> <br /> (c) Public hearing on proposed changes to Rates and Levies for the <br /> Fiscal Year ending June 30, 2025. <br /> <br />There were no speakers. <br /> <br />- City Manager’s Report - <br /> <br />24 - 107 - Adoption of an ordinance accepting Community Mental Health Services <br />Block Grant funding in the amount of $15,107 from the Virginia Department of <br />Behavioral Health and Developmental Services and appropriating said funds in the <br />FY 2024 Behavioral Healthcare Service Fund for the delivery of services to <br />individuals recovering from mental health, substance use, or co-occurring <br />disorders. <br /> <br />Background: <br /> <br /> Community Mental Health Services Block Grant Funding allows Community <br />Services Boards/Behavioral Health Authorities to provide evidence-based <br />services/programming to vulnerable populations. <br /> <br /> <br /> <br /> <br /> <br /> <br />
