March 26, 2024 <br /> <br />Discussion: <br /> <br /> With the assistance of the Commissioner of the Revenue and the City Treasurer, <br />a personal property tax relief percentage of 50% has been calculated as sufficient to <br />exhaust the state funds expected to be allocated to the city of Portsmouth for calendar <br /> <br />year 2024. <br /> <br />Financial Impact: <br /> <br /> Adoption of the 50% rate is anticipated to exhaust all funding to be received from <br />the Commonwealth for this purpose. To the extent the discount provided by the rate <br />exceeds the funds provided by the Commonwealth, general fund revenues will be <br /> <br />reduced. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Application of the tax relief credit to personal property tax bills will be performed <br /> <br />upon adoption of this ordinance. <br /> <br />Motion by Mr. Barnes, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ESTABLISHING A PERSONAL PROPERTY TAX RELIEF <br />PERCENTAGE OF 50% FOR CALENDAR YEAR 2024 PERSONAL PROPERTY TAX <br />BILLS.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 78 - Adoption of an ordinance accepting Substance Abuse Block Grant <br />Prevention Set-Aside funds in the amount of $2,900 from the Virginia Department <br />of Behavioral Health and Developmental Services and appropriating said amount <br />in the FY 2024 Behavioral Healthcare Service Fund Budget for substance abuse <br />prevention. <br /> <br />Background: <br /> <br /> The Substance Abuse Block Grant Prevention Set Aside Supplement is intended <br />to prevent substance use disorders by implementing an array of strategies guided by the <br />Strategic Prevention Framework planning model. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded the Portsmouth Department of Behavioral Healthcare Services $2,900 to <br />provide preventive measures intended to avert substance use disorders.
