March 26, 2024 <br /> <br />“ORDINANCE ACCEPTING SUBSTANCE ABUSE BLOCK GRANT PREVENTION <br />SET-ASIDE FUNDS IN THE AMOUNT OF $2,900 FROM THE VIRGINIA <br />DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2024 BEHAVIORAL HEALTHCARE <br />SERVICE FUND BUDGET FOR SUBSTANCE ABUSE PREVENTION.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 79 - Adoption of a resolution to amend the Cost Allocation Agreement between <br />the Cities of Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, and <br />Virginia Beach, and the Transportation District Commission of Hampton Roads. <br /> <br />Background: <br /> <br /> <br /> The City of Portsmouth, along with the Cities of Chesapeake, Hampton, Newport <br />News, Norfolk, and Virginia Beach and the Transportation District Commission of <br />Hampton Roads (“HRT”) are parties to the Cost Allocation Agreement, effectively dated <br />October 1, 1999. <br /> <br /> This Allocation Agreement, among its other provisions, defines how state and <br />federal funding received by HRT is allocated to the Participating Cities for the capital and <br />operating costs associated with acquiring, consolidating, rehabilitating, operating, and <br />expanding public transportation facilities and services for the Hampton Roads region. <br /> <br /> On June 9, 2020, Council adopted a resolution to modify and amend the Allocation <br />Agreement so that HRT could help mitigate adverse financial impacts to it and the other <br />Participating Cities until June 30, 2021. <br /> <br /> On April 27, 2021, Council adopted a resolution to modify and amend the <br />Allocation Agreement so that HRT could help mitigate adverse financial impacts to it and <br />the other Participating Cities until June 30, 2022. <br /> <br /> On March 8, 2022, Council adopted a resolution to modify and amend the <br />Allocation Agreement so that HRT could help mitigate adverse financial impacts to it and <br />the other Participating Cities until June 30, 2023. <br /> <br /> On April 11, 2023, Council adopted a resolution to modify and amend the <br />Allocation Agreement so that HRT could help mitigate adverse financial impacts to it and <br />the other Participating Cities until June 30, 2024. <br /> <br /> HRT intends to continue to help Portsmouth and the other member localities <br />mitigate adverse financial impacts by strategically allocating HRT’s eligible state and <br />federal funding to reduce the localities’ net contributions to HRT for FY 2025. <br /> <br />Discussion: <br /> <br /> The Cost Allocation Agreement between HRT and its member localities does not <br />permit HRT to strategically allocate its state and federal funding among the localities. <br /> <br /> The Allocation Agreement may be amended through the adoption of resolutions <br />by all member localities. <br /> <br /> Adopting the Resolution presented for Council consideration will allow HRT to <br />offset any deficiencies between the estimated Local Share in the Portsmouth Transit <br />Service Plan and the actual Local Share determined by the Commission at the end of the <br />fiscal year. <br /> <br />Financial Impact: <br /> <br /> Amending the HRT Cost Allocation Agreement will effectively create a net-zero <br />variance to Portsmouth’s Preliminary FY25 Transit Service Plan. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make any necessary budget adjustments. <br /> <br />Motion by Mr. Barnes, and seconded by Mr. Hugel, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
