February 27, 2024 Discussion:  Family Partnership Meeting (FPM) Incentive Funds are to assist with local staff expenses associated with conducting FPMs, such as payments to trained facilitators for conducting FPMs, search activities to locate and include family members, and payments to coaches or internal facilitators.  Funds allow for the purchase of tangible items used to support the FPM process (such as laptops, printers, flip charts, etc.). FPM funds are also utilized to support family participation in the FPMs. Allowable expenses include transportation for family members to and from FPMs, and child care provided during FPMs.  The Department of Social Services has received FPM funds in the amount of $1,800 for the period from September 1, 2023 – November 30, 2023. Financial Impact:  A local match in the amount of 15.5% is required as a condition of the funding, which match has been previously appropriated in the FY 2024 Social Services Fund Budget. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the appropriate budgetary adjustments. Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $1,800 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2024 SOCIAL SERVICES FUND FOR THE FAMILY PARTNERSHIP MEETING INCENTIVE PROGRAM.” Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 24 - 57 - Adoption of an ordinance accepting additional Family Preservation and Support Program funding in the amount of $5,000 from the Virginia Department of Social Services and appropriating said amount in the FY 2024 Social Services Fund Budget to provide short-term support for families and children in crisis. Background:  Funding for Family Preservation and Support Programs helps to strengthen the family unit or to prevent or remedy neglect or abuse of children who may be at-risk of entering foster care.  The primary purpose of the Family Preservation and Support Program is to help children and families in crisis who need short-term support to become self-sustaining. Discussion:  Portsmouth Social Services was granted additional funding from the Virginia Department of Social Services in the amount of $5,000 to provide additional services to children and families that meet eligibility requirements for the program.  The additional funds will be used for counseling services, protective services, residential services, and transportation services.  The additional funds were requested because the initial funding is projected to be exhausted prior to the end of the fiscal year. Financial Impact:  A local match of 15.5% is required as a condition of the funding, which match has previously been appropriated to the Social Services Fund budget. Recommended Action:  Adoption of the ordinance.
