February 27, 2024 <br /> <br />Discussion: <br /> <br /> Family Partnership Meeting (FPM) Incentive Funds are to assist with local staff <br />expenses associated with conducting FPMs, such as payments to trained facilitators for <br />conducting FPMs, search activities to locate and include family members, and payments <br />to coaches or internal facilitators. <br /> <br /> Funds allow for the purchase of tangible items used to support the FPM process <br />(such as laptops, printers, flip charts, etc.). FPM funds are also utilized to support family <br />participation in the FPMs. Allowable expenses include transportation for family members <br /> <br />to and from FPMs, and child care provided during FPMs. <br /> <br /> The Department of Social Services has received FPM funds in the amount of <br />$1,800 for the period from September 1, 2023 – November 30, 2023. <br /> <br />Financial Impact: <br /> <br /> A local match in the amount of 15.5% is required as a condition of the funding, <br />which match has been previously appropriated in the FY 2024 Social Services Fund <br />Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budgetary adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $1,800 FROM THE <br />VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID <br />FUNDS IN THE FY 2024 SOCIAL SERVICES FUND FOR THE FAMILY PARTNERSHIP <br />MEETING INCENTIVE PROGRAM.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 57 - Adoption of an ordinance accepting additional Family Preservation and <br />Support Program funding in the amount of $5,000 from the Virginia Department of <br />Social Services and appropriating said amount in the FY 2024 Social Services Fund <br />Budget to provide short-term support for families and children in crisis. <br /> <br /> <br />Background: <br /> <br /> Funding for Family Preservation and Support Programs helps to strengthen the <br />family unit or to prevent or remedy neglect or abuse of children who may be at-risk of <br />entering foster care. <br /> <br /> The primary purpose of the Family Preservation and Support Program is to help <br />children and families in crisis who need short-term support to become self-sustaining. <br /> <br />Discussion: <br /> <br /> Portsmouth Social Services was granted additional funding from the Virginia <br />Department of Social Services in the amount of $5,000 to provide additional services to <br /> <br />children and families that meet eligibility requirements for the program. <br /> <br /> The additional funds will be used for counseling services, protective services, <br />residential services, and transportation services. <br /> <br /> The additional funds were requested because the initial funding is projected to be <br />exhausted prior to the end of the fiscal year. <br /> <br />Financial Impact: <br /> <br /> A local match of 15.5% is required as a condition of the funding, which match has <br />previously been appropriated to the Social Services Fund budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br />
