February 27, 2024 <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budgetary adjustments. <br /> <br />Motion by Mr. Tillage, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ADDITIONAL FAMILY PRESERVATION AND SUPPORT <br />PROGRAM FUNDING IN THE AMOUNT OF $5,000 FROM THE VIRGINIA <br />DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID AMOUNT IN <br />THE FY 2024 SOCIAL SERVICES FUND BUDGET TO PROVIDE SHORT-TERM <br />SUPPORT FOR FAMILIES AND CHILDREN IN CRISIS.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 58 - Adoption of a resolution submitting the attached Virginia Department of <br />Transportation (VDOT) Form U-1, Request for Street Additions or Deletions for <br />Municipal Assistance Payments to the VDOT Hampton Roads District. <br /> <br />Background: <br /> <br /> The Urban Maintenance Program is managed based on statutes in the Code of <br />Virginia, (1950), as amended which authorize the Commonwealth Transportation <br />Commissioner to make payments to qualifying cities and towns for maintenance, <br />construction and reconstruction of roads and streets meeting specific criteria and under <br />certain conditions. <br /> <br /> VDOT maintains an inventory of City of Portsmouth streets that is used to calculate <br />VDOT’s annual street maintenance payments to the City. This inventory has been <br />reviewed annually since the creation of the Local Assistance Division in 2002. <br /> <br />Discussion: <br /> <br /> The street maintenance funds received from VDOT are based on the number of <br />“lane miles” of improved street within the City as detailed by the VDOT Local Assistance <br />Division Urban Maintenance Inventory for the City of Portsmouth. <br /> <br /> <br /> VDOT requires a locality to submit Form U-1 to their District Office indicating any <br />changes to their inventory as new streets are added through development or as streets <br />are closed. <br /> <br /> The VDOT Urban Construction and Maintenance Program requires the submission <br />of a City Council resolution to accompany Form U-1. <br /> <br /> Additions and corrections to the inventory in Form U-1 are the result of reviewing <br />the streets accepted into our network and street closures for FY2023. This review <br />revealed 2.84 lane miles of additional roadway. <br /> <br /> VDOT has provided confirmation that this addition is acceptable and will complete <br />its review of the City’s submission for conformance to state standards once the resolution <br />is submitted. VDOT will adjust the city’s Urban Maintenance Inventory as appropriate. <br /> <br />Financial Impact <br /> <br /> The addition of this roadway segment will result in an increase in the amount of <br />funding from VDOT for street maintenance.
