February 27, 2024  Mandated services refer to youth who require foster care services and/or youth in foster care by court order. In addition, these cases include youth who require special education placement in a private school (as mandated by an Individualized Education Program (IEP)), and youth determined to be a Child in Need of Service (CHINS). Discussion:  $850,000 will be required for the CSA Fund to finish the fiscal year within its budget authority.  VOCS will provide $628,575 of the required funding, which will be appropriated directly to the FY 2024 Children’s Service Act Fund Budget.  The City will provide the balance of the funding ($221,425). These funds were already appropriated to the City’s General Fund Budget as part of the July 2023 General Wage Increase. The proposed ordinance transfers the funds to the FY 2024 CSA Fund Budget. Financial Impact:  The $628,575 in funding received from VOCS will be appropriated directly to the FY 2024 CSA Fund Budget.  , The VOCS funding has a required local match of 26.05%as such the City share will be $221,425.The Non-Departmental line-item of the FY 2024 General Fund budget will decrease by $221,425, and the Transfers to Other Funds line item will increase by the same amount. The net impact to the General Fund is $0.  The FY 2024 CSA Fund budget will increase by $850,000. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the appropriate budget adjustments. Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE INCREASING THE CHILDREN’S SERVICE ACT FUND BUDGET IN THE TOTAL AMOUNT OF $850,000 BY (1) ACCEPTING SUPPLEMENTAL FUNDING IN THE AMOUNT OF $628,575 FROM THE VIRGINIA OFFICE OF CHILDREN’S SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2024 CSA FUND BUDGET AND (2) REDUCING THE NON-DEPARTMENTAL LINE ITEM AND INCREASING THE TRANSFER TO OTHER FUNDS LINE ITEM IN THE FY 2024 GENERAL FUND BUDGET BY $221,425 AND APPROPRIATING SAID AMOUNT IN THE FY 2024 CSA FUND BUDGET.” Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 24 - 56 - Adoption of an ordinance accepting funding in the amount of $1,800 from the Virginia Department of Social Services and appropriating said funds in the FY 2024 Social Services Fund for the Family Partnership Meeting Incentive Program. Background:  Family engagement is a relationship focused approach that provides structure for decision-making and empowers both the family and community in the decision-making process. Meetings are held for all decisions involving prevention of placement in very high and high risk CPS families, prior to a child’s removal from a birth or adoptive family, prior to a change of placement, and prior to a change of goal.  Family Partnership Meetings can be convened at any time during provision of services and may be requested by the birth, foster or adoptive family, legal guardian, or agency staff.
