February 27, 2024 <br /> <br /> <br /> Mandated services refer to youth who require foster care services and/or youth in <br />foster care by court order. In addition, these cases include youth who require special <br />education placement in a private school (as mandated by an Individualized Education <br /> <br />Program (IEP)), and youth determined to be a Child in Need of Service (CHINS). <br /> <br /> <br />Discussion: <br /> <br /> $850,000 will be required for the CSA Fund to finish the fiscal year within its budget <br />authority. <br /> <br /> VOCS will provide $628,575 of the required funding, which will be appropriated <br />directly to the FY 2024 Children’s Service Act Fund Budget. <br /> <br /> The City will provide the balance of the funding ($221,425). These funds were <br />already appropriated to the City’s General Fund Budget as part of the July 2023 General <br />Wage Increase. The proposed ordinance transfers the funds to the FY 2024 CSA Fund <br />Budget. <br /> <br />Financial Impact: <br /> <br /> The $628,575 in funding received from VOCS will be appropriated directly to the <br />FY 2024 CSA Fund Budget. <br /> <br />, <br /> The VOCS funding has a required local match of 26.05%as such the City share <br /> <br />will be $221,425.The Non-Departmental line-item of the FY 2024 General Fund budget <br />will decrease by $221,425, and the Transfers to Other Funds line item will increase by <br />the same amount. The net impact to the General Fund is $0. <br /> <br /> The FY 2024 CSA Fund budget will increase by $850,000. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE INCREASING THE CHILDREN’S SERVICE ACT FUND BUDGET IN <br />THE TOTAL AMOUNT OF $850,000 BY (1) ACCEPTING SUPPLEMENTAL FUNDING <br />IN THE AMOUNT OF $628,575 FROM THE VIRGINIA OFFICE OF CHILDREN’S <br />SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2024 CSA FUND <br />BUDGET AND (2) REDUCING THE NON-DEPARTMENTAL LINE ITEM AND <br />INCREASING THE TRANSFER TO OTHER FUNDS LINE ITEM IN THE FY 2024 <br />GENERAL FUND BUDGET BY $221,425 AND APPROPRIATING SAID AMOUNT IN <br />THE FY 2024 CSA FUND BUDGET.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 56 - Adoption of an ordinance accepting funding in the amount of $1,800 from <br />the Virginia Department of Social Services and appropriating said funds in the FY <br />2024 Social Services Fund for the Family Partnership Meeting Incentive Program. <br /> <br /> <br />Background: <br /> <br /> Family engagement is a relationship focused approach that provides structure for <br />decision-making and empowers both the family and community in the decision-making <br />process. Meetings are held for all decisions involving prevention of placement in very high <br />and high risk CPS families, prior to a child’s removal from a birth or adoptive family, prior <br />to a change of placement, and prior to a change of goal. <br /> <br /> Family Partnership Meetings can be convened at any time during provision of <br />services and may be requested by the birth, foster or adoptive family, legal guardian, or <br />agency staff. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
