February 27, 2024 <br /> <br />24 - 54 - Adoption of an ordinance accepting Safe Streets for All grant funding in <br />the amount of $315,000 from the Federal Highway Administration and appropriating <br />said funds in the FY 2024 Grants Fund for the development of the Portsmouth Safe <br />Streets and Roads for All Action Plan. <br /> <br />Background: <br /> <br /> The Federal Highway Administration (FHWA) provides funding for communities to <br />develop action plans to create safer streets and roads for its citizens. <br /> <br /> Communities that adopt safety action plans can apply for funds from FHWA to <br />make safety improvements recommended in the plan. <br /> <br />Discussion: <br /> <br /> <br /> The Portsmouth Safe Streets and Roads for All Action Plan (Action Plan) <br />development process will involve reviewing existing plans such as the Virginia <br />Department of Transportation Pedestrian Safety Action Plan, analyzing accident data, <br />and engaging citizens to develop a detailed inventory of roadway, intersection, trail, and <br />walkway conditions throughout the city. <br /> <br /> The study will also examine equity as it pertains to transit and accessibility. <br /> <br /> The recommendations will be prioritized and presented in a draft final Action Plan <br />for public comment prior to adoption by City Council. <br /> <br /> The Action Plan will also include a communication and performance monitoring <br />plan. <br /> <br />Financial Impact: <br /> <br /> <br /> <br />The grant award from the FHWA is $315,000. <br /> <br /> <br />The required local match for the grant is $63,000, which funds have been <br />previously appropriated in the Planning Category of the FY 2024 General Fund Budget. <br /> <br />Recommended Action: <br /> <br /> <br />Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br />The Finance Department will complete the necessary budget transfers. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING SAFE STREETS FOR ALL GRANT FUNDING IN THE <br />AMOUNT OF $315,000 FROM THE FEDERAL HIGHWAY ADMINISTRATION AND <br />APPROPRIATING SAID FUNDS IN THE FY 2024 GRANTS FUND FOR THE <br />DEVELOPMENT OF THE PORTSMOUTH SAFE STREETS AND ROADS FOR ALL <br />ACTION PLAN.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 55 - Adoption of an ordinance increasing the Children’s Service Act Fund <br />Budget in the total amount of $850,000 by (1) accepting supplemental funding in <br />the amount of $628,575 from the Virginia Office of Children’s Services and <br />appropriating said amount in the FY 2024 CSA Fund Budget and (2) reducing the <br />Non-Departmental line item and increasing the Transfer to Other Funds line item in <br />the FY 2024 General Fund Budget by $221,425 and appropriating said amount in <br />the FY 2024 CSA Fund Budget. <br /> <br />Background: <br /> <br /> <br />The Virginia Office of Children’s Services (VOCS) allocated Portsmouth <br />$1,536,411 for Fiscal Year 2024. However, due to increased mandated services, this <br />original allocation is insufficient. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
