February 13, 2024 <br /> <br />“RESOLUTION AUTHORIZING THE CONVEYANCE OF AN EASEMENT HAVING A <br />LENGTH OF APPROXIMATELY 255 FEET AND A WIDTH OF APPROXIMATELY 50 <br />FEET ACROSS PROPERTY LOCATED ADJACENT TO ROUTE 460 (TAX PARCEL <br />35*XX) TO COLUMBIA GAS TRANSMISSION, LLC FOR THE PURPOSE OF <br />INSTALLING AND MAINTAINING GAS UTILITY FACILITIES. <br /> <br />WHEREAS, <br /> Columbia Gas intends to relocate portions of an existing gas line that <br />runs through the Great Dismal Swamp in order to improve its environmental footprint and <br />minimize its impact on the swamp habitat; and <br /> <br />WHEREAS, <br />as part of the relocation, Columbia Gas has requested that the City <br />grant an approximately 255 x 50 foot easement across a former railway bed having a tax <br />parcel number of 35*XX; and <br /> <br />WHEREAS, <br /> the Department of Public Utilities has reviewed the requested <br />easement and determined that it will not interfere with the City’s water delivery system; <br />and <br /> <br />WHEREAS, <br /> the proposed purchase price for the easement is $7,300; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby approves and authorizes the conveyance of an easement <br />substantially as shown on that survey attached hereto as Exhibit A to Columbia Gas <br /> <br />Transmission, LLC for the purpose of installing and maintaining gas utility facilities.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 39 - Adoption of a resolution granting Virginia Electric and Power Company <br />d/b/a Dominion Energy Virginia an easement having a width of approximately 15 <br />feet across City-owned property located at the intersection of Portsmouth <br />Boulevard and East Washington Street and having a Suffolk tax parcel <br />identification number of 35*XX for the purpose of installing and maintaining electric <br />utility facilities. <br /> <br /> <br />Background: <br /> <br /> <br /> Dominion Power has requested that the City grant an easement across a former <br />railway bed owned that it owns in Suffolk. <br /> <br /> The requested easement is necessary to provide a power source to operate <br />Suffolk’s red light cameras at the intersection of Portsmouth Boulevard and East <br />Washington Street. <br /> <br /> The requested easement is 15 feet in width and runs across City property on both <br />sides of East Washington Street, as shown on the survey attached to the proposed <br />resolution. <br /> <br />Discussion: <br /> <br /> The Department of Public Utilities has reviewed the proposed easement and <br />determined that it can be granted without interfering with the City’s use of the encumbered <br /> <br />property for its water system. <br /> <br /> Altumint, the entity operating the red light camera system in Suffolk, has offered to <br /> <br />pay the City a price of $1,000 for the grant of the easement. <br /> <br />Financial Impact: <br /> <br /> <br /> <br /> There will be no material financial impact. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute an easement document in form approved by the <br />Office of the City Attorney and the Department of Public Utilities. <br /> <br /> <br /> <br /> <br />
