February 13, 2024 <br /> <br />Financial Impact: <br /> <br /> <br /> User fees will fully fund the GPS Monitoring Program, no existing revenue will need <br /> <br />to be reallocated. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budgetary adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING PARTICIPANT PAYMENTS IN THE AMOUNT OF $14,000 <br />AND APPROPRIATING SAID FUNDS IN THE SHERIFF’S OFFICE CATEGORY OF <br />THE FY 2024 GENERAL FUND BUDGET FOR THE OPERATION OF THE <br />PORTSMOTUH SHERIFF’S OFFICE GLOBAL POSITIONING SYSTEM (GPS) <br />MONITORING PROGRAM.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 38 - Adoption of a resolution authorizing the conveyance of an easement <br />having a length of approximately 255 feet and a width of approximately 50 feet <br />across property located adjacent to Route 460 (Tax Parcel 35*XX) to Columbia Gas <br />Transmission, LLC for the purpose of installing and maintaining gas utility <br />facilities. <br /> <br />Background: <br /> <br /> <br /> Columbia Gas intends to relocate portions of an existing gas line that runs through <br />the Great Dismal Swamp in order to improve its environmental footprint and minimize its <br />impact on the swamp habitat. <br /> <br /> As part of the relocation, Columbia has requested that the City grant an <br />approximately 255 x 50 foot easement across a former railway bed that it acquired several <br />decades ago. <br /> <br /> The Columbia gas lines installed in the easement will be more than 100 feet below <br />the surface and will not interfere with any water lines the City may desire to install in the <br />railway bed in the future. <br /> <br />Discussion: <br /> <br /> The Department of Public Utilities has reviewed the proposed easement and <br /> <br />determined that it will not interfere with the City’s water delivery system. <br /> <br /> Columbia has offered to pay the City a price of $7,300 (the appraised value) for <br /> <br />the grant of the easement. <br /> <br />Financial Impact: <br /> <br /> <br /> <br /> There will be no material financial impact. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute an easement document in form approved by the <br />Office of the City Attorney and the Department of Public Utilities. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
