February 13, 2024 <br /> <br />Motion by Mr. Moody, and seconded by Mr. Barnes, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE CONVEYANCE OF AN EASEMENT HAVING A <br />WIDTH OF APPROXIMATELY FIFTEEN FEET ACROSS PROPERTY LOCATED AT <br />THE INTERSECTION OF PORTSMOUTH BOULEVARD AND EAST WASHINGTON <br />STREET (TAX PARCEL 35*XX) TO VIRGINIA ELECTRIC AND POWER COMPANY <br />D/B/A DOMINION ENERGY VIRGINIA FOR THE PURPOSE OF INSTALLING AND <br />MAINTAINING ELECTRIC UTILITY FACILITIES. <br /> <br />WHEREAS, <br /> Dominion Power has requested that the City grant an easement <br />across property in Suffolk for the purpose of installing and maintaining electric utility <br />facilities; and <br /> <br />WHEREAS, <br />the requested easement is fifteen feet in width and runs across City <br />property located at the intersection of Portsmouth Boulevard and East Washington Street <br />and having a tax parcel number of 35*XX; and <br /> <br />WHEREAS, <br /> the Department of Public Utilities has reviewed the requested <br />easement and determined that it can be granted without interfering with the City’s use of <br />the encumbered property for its water system; and <br /> <br />WHEREAS, <br /> the proposed purchase price for the easement is $1,000; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby approves and authorizes the conveyance of an easement <br />substantially as shown on that survey attached hereto as Exhibit A to Virginia Electric and <br />Power Company d/b/a Dominion Energy Virginia for the purpose of installing and <br /> <br />maintaining electric utility facilities.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 40 - Adoption of an ordinance accepting Children’s Community Crisis <br />Stabilization Services funding in the amount of $358,767 from the Virginia <br />Department of Behavioral Health and Developmental Services and appropriating <br />said funds in the FY 2024 Behavioral Healthcare Service Fund to provide <br />comprehensive mental health and substance use services to children and <br />adolescents. <br /> <br />Background: <br /> <br /> The Children’s Community Crisis Stabilization Services program was established <br />to provide comprehensive mental health and substance use services to children and <br />adolescents diagnosed with a severe mental illness, substance use, or co-occurring <br />disorder who are experiencing a crisis. <br /> <br /> This service will connect the youth and their family with appropriate resources, <br />supports, or services to appropriately address the needs underlying the recent crisis for <br />the youth/family. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded the Portsmouth Department of Behavioral Healthcare Services $358,767 in <br />Children’s Community Crisis Stabilization Services start-up funds with an annualized <br />award of $717,534. <br /> <br /> Staffing for the Children’s Community Crisis Stabilization Services will consist of <br />(1) Program Supervisor, (4) Case Managers, (1) Peer Recovery Specialist, (4) Part-time <br />Clinicians, and (1) Part-time Administrative Assistant. <br /> <br />Financial Impact: <br /> <br /> <br /> No additional local funding is required. <br /> <br /> <br /> <br /> <br /> <br /> <br />
