February 13, 2024 <br /> <br /> <br /> Portsmouth Community Corrections (PCC) provides individual supervision based <br />on risk and need, which includes community service placement, intervention services for <br />persons charged with domestic violence, and education and/or treatment programs for <br />persons charged with larceny, drug offenses, assault, and other misdemeanor offenses. <br />PCC provides substance abuse assessments, testing and treatment, employment <br />assistance services and education/treatment referral services for shoplifting, parenting <br />classes, anger management, and domestic violence. PCC received 90 placements for <br />supervision from July 1, 2022, to March 31, 2023. Individuals referred to PCC for <br />supervision are screened using the Modified Offender Screening Tool (MOST). <br />Individuals who score above administrative on the MOST are assessed using the <br />Offender Screening Tool (OST). The overall successful closure rate for those placed with <br />PCC for supervision from July 1, 2022, to March 31, 2023, was 77%. PCC clients <br /> <br />successfully completed 85% of service referrals/treatment during the same period. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no local match and no obligation for continued funding from the City of <br /> <br />Portsmouth. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budgetary adjustments. In <br />addition, the Program Director will provide grant management and oversight. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING TWO ADDITIONAL GRANT AWARDS OF $19,316 AND <br />$8,113 (FOR A TOTAL AMOUNT OF $27,429) FROM THE VIRGINIA DEPARTMENT <br />OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2024 GRANTS FUND TO PROVIDE FUNDING TO OPERATE LOCAL PROBATION <br />AND PRETRIAL SERVICES IN THE CITY OF PORTSMOUTH.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 37 - Adoption of an ordinance accepting participant payments in the amount <br />of $14,000 and appropriating said funds in the Sheriff’s Office Category of the FY <br />2024 General Fund Budget for the operation of the Portsmouth Sheriff’s Office <br />Global Positioning System (GPS) Monitoring Program. <br /> <br />Background: <br /> <br /> At the request of the Portsmouth Community Criminal Justice Board, the Director <br />of Portsmouth Community Corrections & Pretrial Services and the Portsmouth Sheriff's <br />office implemented an in-house Global Positioning System (GPS) program for <br />defendants/probationers/inmates. The reason for the program is to increase public safety <br />and to make GPS more affordable. <br /> <br />Discussion: <br /> <br /> The Portsmouth Sheriff’s Office Global Positioning System (GPS) Monitoring <br />Program is a cooperative effort between the Sheriff’s Office and Community Corrections <br />& Pretrial Services. The program provides GPS Monitoring for defendants, probationers, <br /> <br />inmates on work release, or as an alternative to incarceration. <br /> <br /> The defendant/offender is responsible for all costs associated with the GPS <br />monitoring program, which is $5.00 per day for each day the device is active. <br />The defendant/offender must also reimburse the Portsmouth Sheriff’s Office for any <br /> <br />damages to the equipment equal to the cost of a replacement unit. <br /> <br /> Defendants/offenders can be placed on GPS by the Court by selecting GPS on the <br /> <br />Pretrial or Community Corrections court order, or by including it in the bond or court order. <br /> <br /> <br /> <br /> <br /> <br />
