January 23, 2024 <br /> <br />24-13c: <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN ALLOCATION OF $13,781 FROM THE STATE <br />COMPENSATION BOARD AND APPROPRIATING SAID AMOUNT TO THE FY 2024 <br />GRANTS FUND FOR THE PURPOSE OF FUNDING TARGETED AND TWO-PERCENT <br />SALARY INCREASES FOR THE PORTSMOUTH DRUG PROSECUTOR GRANT <br />ADMINISTERED BY THE PORTSMOUTH COMMONWEALTH’S ATTORNEY’S <br />OFFICE.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 14 - Adoption of an ordinance accepting Federal Block Grant funding in the <br />amount of $70,085 via the Virginia Department of Behavioral Health and <br />Developmental Services and appropriating said amount in the FY 2024 Behavioral <br />Healthcare Service Fund for the delivery of services to individuals recovering from <br />mental health, substance use, or co-occurring disorders. <br /> <br />Background: <br /> <br /> Federal Block Grant Funding allows Behavioral Health Authorities to provide <br />evidence-based services/programming to vulnerable populations. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $70,085 in Federal Block Grant funding to the Portsmouth Department of <br />Behavioral Healthcare Services. <br /> <br /> The Federal Block Grant Funding is to be utilized to deliver services to individuals <br />recovering from mental health, substance use, or co-occurring disorders. <br /> <br />Financial Impact: <br /> <br /> <br /> No additional local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FEDERAL BLOCK GRANT FUNDING IN THE AMOUNT <br />OF $70,085 VIA THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY <br />2024 BEHAVIORAL HEALTHCARE SERVICE FUND FOR THE DELIVERY OF <br />SERVICES TO INDIVIDUALS RECOVERING FROM MENTAL HEALTH, SUBSTANCE <br />USE, OR CO-OCCURRING DISORDERS.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 15 - Adoption of an ordinance accepting STEP-VA funding in the amount of <br />$90,750 from the Virginia Department of Behavioral Health and Developmental <br />Services and appropriating said amount in the FY 2024 Behavioral Healthcare <br />Service Fund for use by the Department of Behavioral Healthcare Services to <br />provide mental health services. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
