January 23, 2024 <br /> <br /> <br /> The General Assembly also allocated targeted salary increases and two-percent <br />increases for the Commonwealth’s Attorney’s Drug Prosecutor grant in the amount of <br />$13,781. <br /> <br />Discussion: <br /> <br /> A total of $863,333 in State Categorical Aid is being received: $631,384 for <br />targeted salary increases for state-supported employees, $218,168 for a two-percent cost <br />of living increase for state-supported employees, and $13,781 for targeted and two- <br /> <br />percent salary increases for the Commonwealth’s Attorney’s Drug Prosecutor grant. <br /> <br /> The $631,384 in State Categorical Aid for targeted salary increases was not <br /> <br />previously budgeted and will be appropriated to the applicable budget categories. <br /> <br /> The City already provided the two-percent cost of living increase as of July 8, 2003, <br />using real property tax revenues as a funding source. Real property tax revenues will <br />therefore be reduced as a revenue source in the FY 2024 General Fund Budget since <br /> <br />they are being supplanted by the $218,168 in State Categorical Aid. <br /> <br /> Grants Fund revenues and expenditures will increase by $13,781 to reflect the <br /> <br />funding received for the Commonwealth’s Attorney’s Drug Prosecutor grant. <br /> <br />Financial Impact: <br /> <br /> There is no local match requirement. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />24-13a: <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN ALLOCATION OF $631,384 FROM THE STATE <br />COMPENSATION BOARD AND APPROPRIATING $313,911 TO THE JUDICIAL <br />CATEGORY AND $317,473 TO THE GENERAL GOVERNMENT CATEGORY OF THE <br />FY 2024 GENERAL FUND BUDGET FOR THE PURPOSE OF FUNDING TARGETED <br />SALARY INCREASES FOR STATE-SUPPORTED LOCAL EMPLOYEES.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24-13b: <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN ALLOCATION OF $218,168 FROM THE STATE <br />COMPENSATION BOARD AND APPROPRIATING IT TO THE NON-DEPARTMENTAL <br />CATEGORY OF THE FY 2024 GENERAL FUND BUDGET, REDUCING REAL <br />PROPERTY TAX REVENUE AS A BUDGETARY REVENUE SOURCE BY $214,356, <br />AND INCREASING EXPENDITURES IN THE NON-DEPARTMENTAL CATEGORY OF <br />THE FY 2024 GENERAL FUND BUDGET BY $3,812, FOR THE PURPOSE OF <br />FUNDING A TWO-PERCENT SALARY INCREASE THAT WAS PREVIOUSLY <br />PROVIDED AS PART OF THE STATE-SUPPORTED LOCAL EMPLOYEE COST OF <br />LIVING ADJUSTMENT.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
