January 23, 2024 <br /> <br />Background: <br /> <br /> The goal of STEP-VA services is to reform the public mental health system by <br />improving access, quality, consistency, and accountability in public mental health services <br />across the Commonwealth of Virginia. <br /> <br /> STEP-VA is a code-mandated long-term initiative that requires all Community <br />Services Boards/Behavioral Health Authorities to implement nine essential services <br />which include outpatient, primary care screenings, and same-day access. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $90,750 to BHS for STEP-VA. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING STEP-VA FUNDING IN THE AMOUNT OF $90,750 FROM <br />THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2024 BEHAVIORAL <br />HEALTHCARE SERVICE FUND FOR USE BY BHS TO PROVIDE MENTAL HEALTH <br />SERVICES.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 16 - Adoption of an ordinance accepting Projects for Assistance in Transition <br />from Homelessness Program funds in the amount of $53,715 from the Virginia <br />Department of Behavioral Health and Developmental Services and appropriating <br />said amount in the FY 2024 Behavioral Healthcare Service Fund for training, travel, <br />and outreach services. <br /> <br /> <br />Background: <br /> <br /> The PATH program provides community outreach, mental health, substance use, <br />case management, and other supportive services to our homeless citizens. <br /> <br />Discussion: <br /> <br /> On October 23, 2023, the Virginia Department of Behavioral Health and <br />Developmental Services awarded the Portsmouth Department of Behavioral Healthcare <br />Services $53,715 for training, travel, and outreach services associated with the Projects <br /> <br />for Assistance in Transition from Homelessness (PATH) Program. <br /> <br />Financial Impact: <br /> <br /> <br /> No impact. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
