January 23, 2024 <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The funds are approved and available upon authorization of the appropriation. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING COMMUNITY DEVELOPMENT BLOCK GRANT <br />PROGRAM INCOME IN THE AMOUNT OF $108,421 AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2024 COMMUNITY PLANNING AND DEVELOPMENT <br />PROGRAM FUND.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 13(a) - Adoption of an ordinance accepting an allocation of $631,384 from the <br />State Compensation Board and appropriating $313,911 to the Judicial Category <br />and $317,473 to the General Government Category of the FY 2024 General Fund <br />Budget for the purpose of funding targeted salary increases for state-supported <br />local employees. <br /> <br />(b) Adoption of an ordinance accepting an allocation of $218,168 from the <br />State Compensation Board and appropriating it to the Non-Departmental <br />Category of the FY 2024 General Fund Budget, reducing real property tax revenue <br />as a budgetary revenue source by $214,356, and increasing expenditures in the <br />Non-Departmental Category of the FY 2024 General Fund Budget by $3,812, for <br />the purpose of funding a two-percent salary increase that was previously <br />provided as part of the state-supported local employee cost of living adjustment. <br /> <br />(c) Adoption of an ordinance accepting an allocation of $13,781 from the State <br />Compensation Board and appropriating said amount to the FY 2024 Grants Fund <br />for the purpose of funding targeted and two-percent salary increases for the <br />Portsmouth Drug Prosecutor grant administered by the Portsmouth <br />Commonwealth’s Attorney’s Office. <br /> <br />Background: <br /> <br /> The General Assembly reconvened for the 2023 Special Session I on September <br />6, 2023 and adopted a new FY24 budget that was subsequently signed by the Governor <br />th <br />on September 14. As a result, revised final FY24 budget allocations were made for each <br />locality. The revised final budget allocation includes targeted salary increases for some <br />state-supported employees covered by the State Compensation Board as follows: <br /> <br />Judicial $313,911 General Government $317,473 <br />Sheriff’s Office $107,381 Commissioner of the Revenue $99,817 <br />Commonwealth’s Attorney $183,163 City Treasurer $217,656 <br />Circuit Court Clerk $23,367 <br /> <br /> <br /> The General Assembly also allocated funding for an additional two-percent cost of <br />living increase, as follows: <br /> <br />Judicial $189,618 General Government $28,550 <br />Sheriff’s Office $153,757 Commissioner of the Revenue $13,207 <br />Commonwealth’s Attorney $24,868 City Treasurer $15,434 <br />Circuit Court Clerk $20,993 <br /> <br /> <br /> <br /> <br /> <br /> <br />
