Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM INCOME IN THE AMOUNT OF $108,421 AND APPROPRIATING SAID AMOUNT IN THE FY 2024 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND.” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 24 - 13(a) - Adoption of an ordinance accepting an allocation of $631,384 from the State Compensation Board and appropriating $313,911 to the Judicial Category and $317,473 to the General Government Category of the FY 2024 General Fund Budget for the purpose of funding targeted salary increases for state-supported local employees. (b) Adoption of an ordinance accepting an allocation of $218,168 from the State Compensation Board and appropriating it to the Non-Departmental Category of the FY 2024 General Fund Budget, reducing real property tax revenue as a budgetary revenue source by $214,356, and increasing expenditures in the Non-Departmental Category of the FY 2024 General Fund Budget by $3,812, for the purpose of funding a two-percent salary increase that was previously provided as part of the state-supported local employee cost of living adjustment. (c) Adoption of an ordinance accepting an allocation of $13,781 from the State Compensation Board and appropriating said amount to the FY 2024 Grants Fund for the purpose of funding targeted and two-percent salary increases for the Portsmouth Drug Prosecutor grant administered by the Portsmouth Commonwealth’s Attorney’s Office. Background:  The General Assembly reconvened for the 2023 Special Session I on September 6, 2023 and adopted a new FY24 budget that was subsequently signed by the Governor th on September 14. As a result, revised final FY24 budget allocations were made for each locality. The revised final budget allocation includes targeted salary increases for some state-supported employees covered by the State Compensation Board as follows: Judicial $313,911 General Government $317,473 Sheriff’s Office $107,381 Commissioner of the Revenue $99,817 Commonwealth’s Attorney $183,163 City Treasurer $217,656 Circuit Court Clerk $23,367  The General Assembly also allocated funding for an additional two-percent cost of living increase, as follows: Judicial $189,618 General Government $28,550 Sheriff’s Office $153,757 Commissioner of the Revenue $13,207 Commonwealth’s Attorney $24,868 City Treasurer $15,434 Circuit Court Clerk $20,993
