January 23, 2024 <br /> <br />“ORDINANCE ACCEPTING PROJECTS FOR ASSISTANCE IN TRANSITION FROM <br />HOMELESSNESS PROGRAM FUNDS IN THE AMOUNT OF $53,715 FROM THE <br />VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2024 BEHAVIORAL <br />HEALTHCARE SERVICE FUND FOR TRAINING, TRAVEL, AND OUTREACH <br />SERVICES.” <br /> <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 17 - Adoption of an ordinance accepting Hazardous Material Emergency <br />Response funding in the amount of $30,000 from the Virginia Department of <br />Emergency Management and appropriating said amount in the FY24 Grants Fund <br />for use by the Department of Fire, Rescue and Emergency Services for the <br />Southside Regional Hazardous Materials Emergency Response Team. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) has allocated the <br />City of Portsmouth $30,000 for 2023 (FY24) for emergency responses provided by the <br />Southside Regional Hazardous Materials Emergency Response Team\\SRHMR. <br /> <br /> The funds received enable Portsmouth, which is the lead City for the Southside <br />Regional Hazardous Materials Emergency Response Team, to maintain a superior level <br />of readiness regarding response, equipment, training, and technical expertise in dealing <br />with hazardous materials as required by the Commonwealth of Virginia Department of <br />Emergency Management (VDEM). <br /> <br />Discussion: <br /> <br /> This program funding is instrumental in protecting the environment and the health, <br />safety and welfare of the people of the Commonwealth of Virginia from the dangers and <br />potential dangers of accidents and incidents involving hazardous materials. <br /> <br />Financial Impact: <br /> <br /> The City is not required to provide a cash or in-kind match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department to assign the budget code. <br /> <br /> PFRES to proceed with the necessary purchases in accordance with the established <br /> <br />guidelines by VDEM. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING HAZARDOUS MATERIALS EMERGENCY RESPONSE <br />FUNDING IN THE AMOUNT OF $30,000 FROM THE VIRGINIA DEPARTMENT OF <br />EMERGENCY MANAGEMENT AND APPROPRIATING SAID SUM IN THE FY 2024 <br />GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES.” <br /> <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 18 - Adoption of a resolution approving a Memorandum of Understanding <br />between Portsmouth and Chesapeake, Norfolk, Suffolk, and Virginia Beach for the <br />Hampton Roads Computer Aided Dispatch Interoperability Project. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
