January 23, 2024 <br /> <br />Background: <br /> <br /> The Southside cities of Portsmouth, Chesapeake, Norfolk, Suffolk and Virginia <br />Beach have developed a way of communicating with each other via Computer Aided <br />Dispatch (CAD) when responding to emergency calls for service. <br /> <br /> Currently, mutual/automatic aid is requested through agency radio channels or by <br />phone. This process is time consuming and is not automatic. The new CAD to CAD <br />project will share real-time data with all Southside partners to provide quick, efficient <br />responses to calls for emergencies where time is critical to success. <br /> <br />Discussion: <br /> <br /> This system will allow for automatic aid calls for service to be immediate <br />dispatched from other cities such as Chesapeake, Norfolk, Suffolk, and Virginia Beach. <br /> <br /> The system allows for communication between other 911 agencies in Hampton <br />Roads in the event of a phone or technology failure. If a locality loses 911 capabilities, <br />911 calls can be redirected to another 911 center to dispatch incidents. <br /> <br />Financial Impact: <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute the Memorandum of Understanding. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN <br />PORTSMOUTH AND CHESAPEAKE, NORFOLK, SUFFOLK, AND VIRGINIA BEACH <br />FOR THE HAMPTON ROADS COMPUTER AIDED DISPATCH INTEROPERABILITY <br />PROJECT. <br /> <br />WHEREAS, <br /> traditionally the Southside locality public safety teams have relied on <br />radio channels or telephones to request mutual aid from one another; and <br /> <br />WHEREAS, <br /> the use of radio channels and telephones is time-consuming and <br />inefficient; and <br /> <br />WHEREAS, <br /> the localities have worked together to develop a new method of <br />communication utilizing Computer Aided Dispatch (CAD); and <br /> <br />WHEREAS, <br /> CAD to CAD communication will share real-time data with all of the <br />Southside localities to allow for quick, efficient mutual aid in responding to emergency <br />calls where time is critical to success; and <br /> <br />WHEREAS, <br /> the localities have jointly developed a Hampton Roads Computer <br />Aided Dispatch Interoperability Project (HRCIP) Memorandum of Understanding; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that: <br /> <br /> 1. The Hampton Roads Computer Aided Dispatch Interoperability Project <br />(HRCIP) Memorandum of Understanding in substantially the form attached hereto as <br />Exhibit A is approved. <br /> <br /> 2. The City Manager is authorized to execute the said Memorandum of <br />Understanding on behalf of the City of Portsmouth and the City Manager and her <br />designees are authorized to take all actions deemed necessary or desirable to implement <br /> <br />CAD to CAD communication in accordance with the MOU.” <br /> <br /> <br /> <br /> <br /> <br />
