November 14, 2023 <br /> <br />“RESOLUTION AUTHORIZING THE EXECUTION OF THE FISCAL YEAR 2024 <br />AGREEMENT WITH THE VIRGINIA DEPARTMENT OF HEALTH FOR FUNDING AND <br />SERVICES OF THE PORTSMOUTH HEALTH DEPARTMENT. <br /> <br /> WHEREAS, <br />the Virginia Department of Health provides annual funding for the <br />Portsmouth Health Department; and <br /> <br />WHEREAS, <br /> the estimated amount of funding provided and to be provided by VDH <br />for Fiscal Year 2024 is $2,812,864; and <br /> <br />WHEREAS, <br /> as a condition of receiving the state funding, the City is required to <br />enter into an Agreement with the Virginia Department of Health to govern the funding and <br />services provided, and to provide local matching funding; and <br /> <br />WHEREAS, <br /> the estimated local funding required for Fiscal Year 2024 is $905,986 <br />in local matching funds and $200,000 in additional local funds for a total of $1,105,986, <br />which amount has previously been appropriated in the FY 2024 General Fund Budget; <br />and <br /> <br />WHEREAS, <br /> the Portsmouth Health Department provides crucial health services <br />for Portsmouth residents; and <br /> <br />WHEREAS, <br /> the $200,000 in additional local funds noted above will target opioid <br />misuse and infectious diseases, including the development of prevention strategies and <br />treatment infrastructure; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> that the Council of the City of Portsmouth, <br />Virginia approves and authorizes the FY 2024 Agreement with the Virginia Department <br />of Health for Funding and Services of the Portsmouth Health Department in substantially <br />the form attached hereto as Exhibit A; and <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is authorized to execute and <br />deliver the said Agreement and to take such additional actions and execute such further <br />agreements as are necessary or desirable in furtherance of the purposes of this <br /> <br />Resolution and the Agreement.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 371 - Adoption of a resolution affirming the City of Portsmouth’s commitment <br />to fund the locality share of projects under agreement with the Virginia Department <br />of Transportation and providing signature authority. <br /> <br />Background: <br /> <br /> The VDOT Revenue Sharing Program allows localities to obtain state funding to <br />cover 50% of the cost for qualifying priority projects. <br /> <br />Discussion: <br /> <br /> <br /> From time to time, VDOT requires localities to enter into a new Programmatic <br />Agreement governing the Revenue Sharing Program. <br /> <br /> The Programmatic Agreement covers existing and future Revenue Sharing <br />Program projects. <br /> <br />Financial Impact: <br /> <br /> Revenue Sharing projects require a 50 percent funding match from the locality. <br /> <br /> As part of entering into a Programmatic Agreement, the City must commit to <br />provide the required match for any Revenue Sharing projects that VDOT funds under the <br />Agreement. <br /> <br /> The Resolution proposed for City Council consideration provides VDOT with this <br />commitment. <br /> <br /> <br /> <br /> <br /> <br /> <br />
