Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING STATE OPIOID RESPONSE PERFORMANCE MEASURES GRANT FUNDING IN THE AMOUNT OF $40,000 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2024 BEHAVIORAL HEALTHCARE SERVICE FUND TO PROVIDE OPIOID MISUSE PREVENTION, TREATMENT, AND RECOVERY SERVICES.” Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 23 - 370 - Adoption of a resolution authorizing the execution of the Fiscal Year 2024 Agreement with the Virginia Department of Health for funding and services of the Portsmouth Health Department. Background:  The Portsmouth Health Department provides health services for Portsmouth residents, including screenings, immunizations, education, and inspections.  The Virginia Department of Health (VDH) provides annual funding for the Portsmouth Health Department.  As a condition of receiving state funding, the City is required to enter into an annual Agreement with VDH.  The Agreement specifies the minimum services to be provided by the Health Department and obligates the City to contribute local share funding for the Department. Discussion:  VDH has provided the City with the form agreement for FY 2024.  Under the Agreement, VDH will provide an estimated $2,812,864 in state funding and the City will provide an estimated $905,986 in local matching funding.  In addition, at the request of the Portsmouth Health Department the City has agreed to provide an additional $200,000 in local funding to help fund the implementation of opioid use and overdose prevention strategies and the development of capacity to address infectious diseases.  As part of the adoption of the FY 2024 General Fund budget, the City appropriated the funding required by the Agreement. Financial Impact:  The City has previously appropriated the required local share. Recommended Action:  Adoption of the Resolution. Next Steps Following Council Action:  The Portsmouth Health Department will provide the required services.  The City will provide the funding required by the Agreement through quarterly payments.
