November 14, 2023 <br /> <br />“ORDINANCE ACCEPTING PROBLEM GAMBLING PREVENTION PROGRAM <br />FUNDING IN THE AMOUNT OF $25,280 FROM THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2024 BEHAVIORAL HEALTHCARE SERVICE FUND TO <br />PROVIDE PROBLEM GAMBLING PREVENTION SERVICES.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 368 - Adoption of an ordinance accepting State Opioid Response Treatment <br />and Recovery grant funds in the amount of $294,852 from the Virginia Department <br />of Behavioral Health and Development Services and appropriating said amount in <br />the FY 2024 Behavioral Healthcare Service Fund to provide opioid treatment and <br />recovery services. <br /> <br />Background: <br /> <br /> The purpose of SOR III Grant Funding is to combat the opioid epidemic and <br />support evidence-based prevention to address stimulant misuse. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded the Portsmouth Department of Behavioral Healthcare Services $294,852 in <br />FY24 SOR III Treatment and Recovery Services Grant Funding. This will allow Behavioral <br />Healthcare Services to provide opioid misuse prevention, treatment, and recovery <br />services to address the opioid and stimulant misuse and overdose crisis. <br /> <br />Financial Impact: <br /> <br /> <br /> No additional local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />Motion by Mr. Tillage, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING STATE OPIOID RESPONSE TREATMENT AND <br />RECOVERY GRANT FUNDING IN THE AMOUNT OF $294,852 FROM THE VIRGINIA <br />DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2024 BEHAVIORAL HEALTHCARE <br />SERVICE FUND TO PROVIDE OPIOID TREATMENT AND RECOVERY SERVICES.” <br /> <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 369 - Adoption of an ordinance accepting State Opioid Response Performance <br />Measures grant funding in the amount of $40,000 from the Virginia Department of <br />Behavioral Health and Developmental Services and appropriating said amount in <br />the FY 2024 Behavioral Healthcare Service Fund to provide opioid misuse <br />prevention, treatment, and recovery services. <br /> <br />Background: <br /> <br /> The purpose of SOR III Grant Funding is to combat the opioid epidemic and <br />provide evidence-based prevention to address stimulant misuse. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded BHS $40,000 in FY24 SOR III Grant Funding.
