Strong local emergency management
programs keep the Commonwealth safer and allow all of us to respond and recover
effectively and efficiently when a radiological emergency or disaster occurs.

The purpose of the Radiological Emergency Preparedness Program is to support
the activities of local emergency management agencies in establishing, maintaining and
operating such emergency plans, programs and capabilities to deal with nuclear
accidents as are required by the Nuclear Regulatory Commission and the Federal
Emergency Management Agency with respect to nuclear power stations.

Discussion:

This funding will be used to purchase and maintain equipment to enhance our
HAZMAT Team’s response capabilities to radiological incidents.

Financial impact:

This program does not require a local cash match and\\or In-Kind services.

Recommended Action:

Adoption of the ordinance.

Next Steps Following Council Action:

The Finance Department will assign the budget code.

The funds will be used for the PFRES HAZMAT Team.

Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to adopt the following
ordinance, and was adopted by the following vote:

“ORDINANCE ACCEPTING RADIOLOGICAL EMERGENCY PREPAREDNESS
FUNDS IN THE AMOUNT OF $700 FROM THE VIRGINIA DEPARTMENT OF
EMERGENCY MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY
2024 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND
EMERGENCY SERVICES TO ENHANCE THE HAZMAT TEAM’S RESPONSE
CAPABILITIES.”

Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover
Nays: None

23 - 348 - Adoption of an ordinance accepting with appreciation a donation in the
amount of $1,000 from the FESCO Emergency Sales Company and appropriating
said amount in the FY 2024 Grants Fund for use by the Department of Fire, Rescue
and Emergency Services for the Women in Public Service Conference in March
2024.

Background:

The Department of Fire, Rescue and Emergency Services administers and will
host the Women in Public Service Conference in March 2024.

The purpose of the Women in Public Service Conference is to honor and promote
women in public service to include individuals from fire and rescue, law enforcement,
administration, and uniformed services, both men and women alike. The WIPS
Conference provides an ideal platform for attendees to delve into the challenges faced
by women, discovering real-world solutions and forging invaluable connections.
