October 24, 2023 <br /> <br />23-345b: <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Barnes, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ADDITIONAL LOCAL STAFF AND OPERATIONS <br />FUNDING IN THE AMOUNT OF $31,822 FROM THE COMMONWEALTH OF VIRGINIA <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2024 SOCIAL SERVICES FUND <br />BUDGET FOR DEPARTMENT OF SOCIAL SERVICES STAFFING COSTS RELATED <br />TO ASSISTANCE WITH THE PERCENTAGE OF INCOME PAYMENT PROGRAM FOR <br />CUSTOMERS OF DOMINION ENERGY.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 346 - Adoption of an ordinance accepting Public Safety Answering Points <br />funding in the amount of $92,500 from the Virginia 9-1-1 Services Board and <br />appropriating said amount in the FY 2024 Grants Fund for use by the Department <br />of Fire, Rescue and Emergency Services for the E911 Dispatch Center. <br /> <br />Background: <br /> <br /> The Virginia 9-1-1 Services Board established and administered the Public Safety <br />Answering Points\\PSAP Staffing Recognition Funding Program to help address the <br />staffing crisis experienced by Virginia Public Safety Answering Points (PSAPs). <br /> <br /> The 9-1-1 Services Board wants to demonstrate its support for the 9-1-1 <br />community and help to alleviate this staffing crisis by providing one-time funding to PSAPs <br />to enable them to recognize and retain their telecommunicators. <br /> <br /> PSAP Program defines E9-1-1 as a facility that is equipped and staffed on a 24- <br />hour basis to receive and process E9-1-1 calls, or that intends to receive and process E9- <br />1-1 calls and has notified Commercial Mobile Radio Service (CMRS) providers in its <br /> <br />jurisdiction of its intention to receive and process such calls. <br /> <br />Discussion: <br /> <br /> The grant provides for a one-time supplement payment to authorized full-time 9-1- <br />1 dispatcher/telecommunicator positions; authorized full-time PSAP managers, <br />supervisors and administrative employees who are certified and actively work on the 9-1- <br />1 operations floor; and authorized part-time 9-1-1 dispatcher/telecommunicator positions. <br /> <br /> PFRES will seek reimbursement by submitting all required documentation in <br />accordance with the PSAP Grant guidelines to the Virginia 9-1-1 Services Board on or <br />before the end of the grant cycle. <br /> <br />Financial impact: <br /> <br /> This program does not require a local match or in-kind services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code. <br /> <br />Motion by Mr. Barnes, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING PUBLIC SAFETY ANSWERING POINTS FUNDING IN <br />THE AMOUNT OF $92,500 FROM THE VIRGINIA 9-1-1 SERVICES BOARD AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2024 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES FOR THE E911 <br />DISPATCH CENTER.” <br /> <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br />
