October 24, 2023 23-345b: Motion by Ms. Lucas-Burke, and seconded by Mr. Barnes, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING ADDITIONAL LOCAL STAFF AND OPERATIONS FUNDING IN THE AMOUNT OF $31,822 FROM THE COMMONWEALTH OF VIRGINIA AND APPROPRIATING SAID AMOUNT IN THE FY 2024 SOCIAL SERVICES FUND BUDGET FOR DEPARTMENT OF SOCIAL SERVICES STAFFING COSTS RELATED TO ASSISTANCE WITH THE PERCENTAGE OF INCOME PAYMENT PROGRAM FOR CUSTOMERS OF DOMINION ENERGY.” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 23 - 346 - Adoption of an ordinance accepting Public Safety Answering Points funding in the amount of $92,500 from the Virginia 9-1-1 Services Board and appropriating said amount in the FY 2024 Grants Fund for use by the Department of Fire, Rescue and Emergency Services for the E911 Dispatch Center. Background:  The Virginia 9-1-1 Services Board established and administered the Public Safety Answering Points\\PSAP Staffing Recognition Funding Program to help address the staffing crisis experienced by Virginia Public Safety Answering Points (PSAPs).  The 9-1-1 Services Board wants to demonstrate its support for the 9-1-1 community and help to alleviate this staffing crisis by providing one-time funding to PSAPs to enable them to recognize and retain their telecommunicators.  PSAP Program defines E9-1-1 as a facility that is equipped and staffed on a 24- hour basis to receive and process E9-1-1 calls, or that intends to receive and process E9- 1-1 calls and has notified Commercial Mobile Radio Service (CMRS) providers in its jurisdiction of its intention to receive and process such calls. Discussion:  The grant provides for a one-time supplement payment to authorized full-time 9-1- 1 dispatcher/telecommunicator positions; authorized full-time PSAP managers, supervisors and administrative employees who are certified and actively work on the 9-1- 1 operations floor; and authorized part-time 9-1-1 dispatcher/telecommunicator positions.  PFRES will seek reimbursement by submitting all required documentation in accordance with the PSAP Grant guidelines to the Virginia 9-1-1 Services Board on or before the end of the grant cycle. Financial impact:  This program does not require a local match or in-kind services. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will assign the budget code.
