Johnson, 118 Riverview Avenue, spoke in favor of a marina in the area. <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Beamer, to rezone for construction of a marina <br />on the north side of Bay Street west of Armstrong Street, from Residential R-60 to Waterfront <br />W-i, the following ordinance was approved on first reading, and was adopted by unanimous vote: <br /> <br />"ZONING ORDINANCE 3dMENDMENT Z 85-33" <br /> <br />85-340 Use Permit Application: <br /> <br />(e) UP 8'5-30 <br /> <br />PARK VIEW NEIGHBORHOOD: Use permit application Of David and Stephen <br />Jordan, by Glenn Yates, Jr., AIA, Architect, for a ferryftour boat <br />marina on land located on the north side of Bay Street 318.33 feet <br />west of Elm Avenue. <br /> <br /> Up 85-30 becomes "moot" due to the action taken on Z 85-43 and Z 85-33, and no action is <br />required. <br /> <br /> Mayor Holley introduced Shelia Riddick, Assistant City Attorney, a new member of the City <br />Attorney's Office. <br /> <br /> 85-344 Letter from the City Manager recommending denial of an ordinance to close a <br />portion of Amelia Avenue, deferred from the regular meeting of November 12, 1985. <br /> <br /> Gordon Tayloe, Central Fidelity Bank Bldg., representing Charles Johnson, Applicant, <br />spoke in support and asked that the matter be deferred to February 25, 1986. <br /> <br /> Velma Topping, 4718 South Street, representing Westhaven Area Civic League, stated that <br />the Westhaven Are'a Civic League voted to request that Amelia Avenue not be closed. <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Beamer, that the matter be deferred to the <br />meeting of February 25, 1986, and was adopted by unanimous vote. <br /> <br />REPORTS FROM THE CITY MANAGER <br /> <br /> 86-4 Letter from the City Manager recommending adoption of an ordinance to appropriate <br />$44,000 for improvements to the Lake Kilby reservoir dam and award of contract. <br /> <br /> "The 1985/90 Capital Improvement Program identifies a prior authorization of $50,000 for <br />renovation to dams and spillways. The Director of Public Utilities has recommended that the <br />earth-face of Lake Kilby Dam be removed (cira 1908) and replaced with gravel fill, part of <br />which will be wrapped in a filter fabric. While a certain amount of seepage is to be expected <br />with any earth~face dam, the Director of Public Utilities feels that seepage has been increasin <br />at an increasing rate justifying this "preventive" maintenance.
