<br />on the north side of Bay Street west of Armstrong Street, from Residential R-60 to Waterfront
<br />W-i, the following ordinance was approved on first reading, and was adopted by unanimous vote:

<br />spoke in support and asked that the matter be deferred to February 25, 1986.

<br /> Velma Topping, 4718 South Street, representing Westhaven Area Civic League, stated that
<br />the Westhaven Are'a Civic League voted to request that Amelia Avenue not be closed.

<br />REPORTS FROM THE CITY MANAGER
<br />
<br /> 86-4 Letter from the City Manager recommending adoption of an ordinance to appropriate
<br />$44,000 for improvements to the Lake Kilby reservoir dam and award of contract.
<br />
<br /> "The 1985/90 Capital Improvement Program identifies a prior authorization of $50,000 for
<br />renovation to dams and spillways. The Director of Public Utilities has recommended that the
<br />earth-face of Lake Kilby Dam be removed (cira 1908) and replaced with gravel fill, part of
<br />which will be wrapped in a filter fabric. While a certain amount of seepage is to be expected
<br />with any earth~face dam, the Director of Public Utilities feels that seepage has been increasin
<br />at an increasing rate justifying this "preventive" maintenance. In addition to reducing the
<br />possibility of the dam failing, the Department can better control water flow to the treatment
<br />plant.
