Short, Director of <br />Operations for Administration and Housing, for Dale Homes; from <br />Residential R-75 to Residential R-60, approved on first reading at <br />the Public Hearing of December 10, 1985, was taken up and read. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Beamer, the following ordinance was adopted on <br />final reading, and by the following vote: <br /> <br />"ZONING ORDINANCE AMENDMENT Z 85-43" <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br />(b) UP 85-31 <br /> <br />Emergency <br />Shelter <br /> <br />PRENTIS PARK NEIGHBORHOOD: Use permit application of the Portsmouth <br />Redevelopment and Housing Authority by W. Jones Win£ree, Emergency <br />Shelter Task Force Chairman, for an emergency housing shelter at 1900 <br />ColumBus Avenue, approved on first reading at the Public Hearin~ of <br />December 10, 1985, was taken up and read. <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. !~ebb, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESCLUTION GRANTING A USE PE~I~T TO THE PORTSMOUTH AREA RESOURCES COALITION, <br />TO OPERATE A TEMPORARY RESIDENCE FACILITY AT THE DALE HOMES RECREATION CENTER AT <br />1900 COLUMBUS AVENUE. <br /> <br />INC. <br /> <br /> WHEREAS, Joseph Winfree, on behalf of the Portsmouth Area Resources Coalition, Inc., has <br />made application pursuant to 640-78 (b) of the Code of the City of Portsmouth, Virginia, as <br />amended, for the granting of a use permit as hereinafter-described: and <br /> <br /> ~HEREAS, the applicant and the Planning Director have done all things required to be <br />done in connectzon with said application; and <br /> <br />WHEREAS, the Planning Commission has recommended the granting of said use permit. <br /> <br />NOW, THEREFORE, BE IT RESOLVED ky the Council of the City of Portsmouth, Virginia: <br /> <br />1. That the use for which the use permit is sought: <br /> <br /> (a) Will not affect the health and safety of persons residing or working in the <br />neighborhood of the proposed use; <br /> <br /> (b) Will not be detrimental to the public use as injurious to the property or <br />improvements in the neighborhood; and <br /> <br />(c) Will be in accordance with the purposes of the zoning chanter of the City Code. <br /> <br /> 2. The Portsmouth Area Resources Coalition, Inc. is hereby granted a use permit pursuant <br />to ~40-78 (bl of the Code of the City of Portsmouth, Virginia, to operate a temporary residence <br />facility for sixteen (16) residents in the Dale Homes Recreation Center at 1900 Columb6s Avenue <br />such site being more particularly described as follows: <br /> <br />UP-SS-31 <br /> <br /> BEGINNING at the southwest intersection of Dale Dr~ve and Columbus Avenue: <br />thence south along the west right-of-way line of Columbus Avenue 283'; thence <br />west 20'; thence north 123.64'; thence west 113.26'; thence north 1S9.36'; thence <br />east 133.26' to the west right-of-way of Columbus Avenue. <br /> <br />The following conditions are prescribed for this use permit: <br /> <br /> <br />
