Corprew, Jr., J. Robert Gray, <br />L. Louise Lucas, Gloria O. Webb, Morton V. Whitlow, Georee L. Hanbury, City <br />Manager, Steven Lieberman, City Attorney. <br /> <br /> Rev. Darrell E. Thomsen, Jr., Pastor of Grove Park Baptist Church, opened the <br />with Frayer, followed by the Pledge of Allegiance to zhe Flag. <br /> <br />meeting <br /> <br /> 86-2[a)-Raymond Turner, Chairman of Small and Minority Business <br />presented a resolution to John Grook, Purchasing Agent, recognizing <br />merits in the area of minority business contracting. <br /> <br />Enterprise Committee, <br />his outstanding achieve- <br /> <br /> 86-2~-Dennis Kerns, President of Virginia Government Finance Officers Association, <br />presented to Mayor Holley an~award for "Distinquished Budget Presentation" for the Fiscal Yea~ <br />beginnmng July 1, 1985, in'recognition'of the City of Portsmouth's 1985-86 budget to be a <br />success mn exceeding excellent standards. <br /> <br />86-3 Public Hearing on rezoning, use permit and group housing applications: <br /> <br />(a) Zoning Petition Z 85-44 <br /> <br />DOWNTOWN NEIGHBORHOOD: Rezoning application of <br />the City Planning Commission, by City Planner Ernest <br />Freeman, for properties along the east side of Effingha~ <br />Street between King and County Streets, property at 723 <br />King Street, and properties at 710 through 720 County <br />Street; from Downtown D-1 Subdistrict C to Downtown D-1 <br />Subdistrict M. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, to concur in the recommendation o£ the <br />Planning Commission, rezone for properties along the east side of Effingham Streetbetween <br />King and County Streets, property at 723 King Street, and properties at 710 through 720 Count~ <br />Street, from Downtown D-1 Subdistrict C to Downtown D-1 Subdistrict M, and the £ollowing <br />ordinance was approved on first reading by unanimous vote: <br /> <br />"ZONING ORDINANCE AMENDMENT Z 85-44" <br /> <br />(b) <br /> <br />Use Permit UP 85-32 <br /> <br />Adult Home <br /> <br />CAVALIER MANOR NEIGHBORHOOD: <br />Bertha Joyner, Owner, for an <br />at 1210 Darren Drive. <br /> <br />Use permit application of <br />adult home for six persons <br /> <br />Gloria Jones, 1211 Darren Drive, spoke in opposition of the application. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. CorFrew, to concur in <br />Planning Commission, UP 85-32 for an adult home for six persons at <br />denied and by the following vote: <br /> <br />the recommendation of the <br />1210 Darren Drive, was <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br />(c) GHP 85-31 <br /> <br />Apartments <br /> <br />KINGMAN HEIGHTS NEIGHBORHOOD: Group Apartments housing project <br />application of Evans-Majer-Stewart Associates, by Gerald F. Martin, <br />AIA, Architect/Agent, for 48 rental apartment units on the south side <br />of Turnpike Road lying 340 feet west from Rodman Avenue. <br /> <br /> Gerald F. Martin, AIA, 1417 N. Battlefield Boulevard, representing the applicant, spoke <br />for the ~pplication. <br /> <br /> Hannah Flora, 5109 Arlington Place, representing Westhaven Park Civic League, spoke <br />opposition of the application and was concerned abou~ off-street parking, dumpster being <br />monitored and proper drainage. <br /> <br />in <br /> <br />Betty C. Klise, 3710 turnpike Road, spoke in opposition. <br /> <br /> Motion of Mr. Whitlow and seconded by Mrs. Webb, that GHP 85-31 to be referred back to <br />the Planning Commission, and was adopted by unanimous vote. <br /> <br />(d) GHP 85-32 <br /> <br />Apartments <br /> <br />KINGMAN HEIGHTS NEIGHBORHOOD: Group housing project application of <br />'Gary E. Frye, Contract Owner, by Kirk Berkeley, AIA, Architect, for <br />17 apartment units at 3711 Turnpike Road. <br /> <br />Kirk Berkeley, 303 Effingham Street, spoke for the applicant. <br /> <br /> Betty Klise, 3710 Turnpike Road, spoke mn opposition of the application and requested <br />that action be delayed on the matter. <br /> <br /> Motion of Mr. Gra) and seconder by Mrs. Lucas, that GHP 85-32 to be referred back to <br />the Planning Commission, and was adopted by unanimous vote. <br /> <br /> <br />
