219 January 14~ 1986 At-a called meeting of the City Council held on Tuesday, January 14, 1986, there were present: James W. Holley, III, Ben A. Beamer, Sr., J. Robert Gray, L. Louise Lucas, Gloria O. Webb, Morton V. Whitlow, ~George L. Hanbury, City Manager, Steven Lieberman, City Attorney. * Absent: E. G. Corprew, Jr. 86-1 The following call for the meeting was read: "Please attend a called meeting of the City Council to be held in the Council Chamber, 6th floor of City Hal[, 801 Crawford Street, ar ~:$0 p.m. on TuesRay, January 14, 1986, for a public work session for the purpose to consider an appeal from the Commission of Architec- - tural Review and for the consideration of a motion to go into an executive session to discuss the following: (1] Use, Sale, or Acquisition of Public Property (2) Consultation and Briefing on Legal Matters including Contracts and Litigation (3] A Personnel Matter (4) Boards ~ Commissions By order of the Mayor." Motion of Mrs. Lucas and seconded by Mr. Beamer, to go into an executive session, and was adopted by the following vote: Ayes: Beamer, Gray, Lucas, Webb, Whitlow, Holley Nays: None A public work session was held for an appeal from the CAR-Port Norfolk/Park View on the Port Norfolk Baptist Church, deferred from the public work session of December 10, 1985. Lizabeth Coker, Secretary to CAR, made a presentation. Attorney Rick Stephenson, represented Port Norfolk Baptist Church. Motion of Mrs. Webb and seconded by Mr. Beamer, ro concur with the City Manager's recommendation that the church be allowed to cover all windows with the exception of the ornate [older) windows facing Broad Street; this compromise would allow for 149 of the 184 windows to be covered, and was adopted by unanimous vote.
