<br /> 86-16 Letter from the City Manager recommending adoption of a motion to award contract
<br />for improvements to the Summerse~ Drive Pump Station.
<br />
<br /> "Construction began on the new Churchland Academy Elementary School in early 1985. In
<br />conjunction with this pro2ect, bids were received for modifications to the Summerset Dirve
<br />pump station which are necessary because of the addition of the school to the sewage system.

<br /> Motion of Mr. Beamer and seconded by Mrs. Webb, that Luke Construction Company be awarded
<br />the contract, as requested, and was adopted by unanimous vote (6-0).

<br /> 86-17 - Lette~ from the City Manager recommending adoption of a motion to refund
<br />$41,952.45 (without interest) to Portsmouth Psychiatric Center for unused portion of 1985
<br />Professional Services License.

<br /> 'The Commzssioner of the Revenue has requested a refund of 1985 City Business License
<br />to Portsmonth Psychiatric Center, Inc., 301 Fcrt Lane, Portsmouth, Virginia.
<br />
<br /> Portsmouth Psychiatric Center purchased a 1985 Professional Services License on May 31,
<br />1985, for $100,685.88, and ceased operations on November 22, 198S. A refund of $41,952.45
<br />(without interest) on the unused portion of the license ~s cue and should be forwarded to
<br />HCA Psychiatric Company, 1655 North Fort Myer Drive, Suite 879, Arlington, Virginia 22209.

<br />I recommend that Council adopt this motion to grant the refund."

<br />unanimous vote (6-0).

<br />(without interest) to Larry Hart Joyce for 1985 City Business License.
<br />
<br /> "The Commissioner of the Revenue has requested a refund for 1985 City Business License
<br />Larry Hart Joyce, Jr., 1305 B Hullview Avenue, Norfolk, Virginia 23503.
<br />
<br /> Mr. Joyce purchased a license on May 7, 1985, for $116.50, but did not go into business.
<br />Because he did not notify the Commissioner's Office until December 13, 1985, of the unused
<br />permit, a refund is due without interest.
<br />
<br />I recommend that City Council adopt this motion to grant the refund."

<br />(withouth interest) to William H. Fick for 198S Personal Property Taxes.
<br />
<br /> "The Commissioner of Revenue has requested a refund of 1985 Personal Property Taxes to
<br />William H. Fick, 216 Robin Road, Portsmouth, Virginia 23701.
<br />
<br /> When the assessment was made, the Commissioner's Office was not aware that Mr. Fick's
<br /> 1979 Chevrolet Pick-up had a diesel engine. Therefore, he was over-assessed $32.62. A refund
<br />~without interest is now due.
<br />
<br />I recommend that City Council adopt the motion to grant the refund."

<br /> Motion of Mrs. Lucas and seconded by Mr. Beamer, that authorization be Kranted to refund
<br />to William H. Fick, 216 Robin Road, Portsmouth, Virginia.23701, $32.62 (without interest) for
<br />over-assessed Personal Property Taxes, and was adopted by unanimous vote (6-0).
