<br /> 86-13 - Letter from the City Manager recommending adoption of a resolution accepting
<br />the bid of Metro Development Corporation to purchase City owned property at the corner of
<br />Hanover and CliffQrd Streets, authorizing the City Manager to convey said property.
<br />
<br /> "The City has advertised for sale a parcel of real property located at the corner of
<br />Hanover and Clifford Streets. The bids received were as follows:
<br />
<br />Metro Development Corporation $7,550
<br />H. E. Corburn, Jr. 7,5!P~
<br />James R. Masters 7,500
<br />
<br /> The bids also require the successful purchaser to develop the property in accordance~
<br />with the present R-7S Residential Zoning.
<br />
<br /> The property is presently a portion of the City pump station site and has an assessed
<br />value of $6,000.
<br />
<br /> I recommend adoption of the resolution on your Agenda tonight accepting the bid of
<br />Metro Development Corporation in the amount of $7,550 and authorizing conveyance of this
<br />property."

<br /> Velma Topping, 4618 South Street, representing Westhaven Area Civic League, stated
<br />that the adjacent property owners had not been notified of the sale of the property, and
<br />requested denial of the bid to the present bidder and that the property be advertised.
<br />
<br /> The City Attorney stated that the property was advertised and normally the adjacent
<br />property.owners are notified.
<br />
<br /> Motion of Mr. Whitlow and seconded by Mrs. Webb, that the Item be moved down on the
<br />agenda, and was adopted by unanimous vote (6-0).
<br />
<br /> 86-14 - Letter from the City Manager recommending adoption of a resolution requesting
<br />that Portsmouth Redevelopment and Housing Authority determine whether Port Norfolk, Prentis
<br />Park, Brighton~ Ebony Heights, West Park View and East Park View are eligibl for conservation
<br />plans as provided in Section 36-49.1, Code of Virginia, 1950, as amended.
<br />
<br /> "The staff of the Portsmouth Redevelopment and Housing Authority have been working to
<br />expand the number of conservation neighborhoods in our City, The proposed expansion would
<br />include the neighborhoods of Port Norfolk, Prentis Park, Brighton, Ebony Heights and Park
<br />View.
<br />
<br /> In order to proceed to establish coKservation plans for each of these neighborhoods,
<br />Section 36-49.1 of the Code of Virginia fequires that you instruct by resolution the PRHA to
<br />investigate and determine if the subject neighborhoods are eligible for a conservation plan
<br />and if so~ prepare such a plan~ Based on its findings, the PRHA will-report back to you
<br />following a public hearing as provided by law.

<br /> The attached resolution is in keeping with your goals and objectives to improve the
<br />existing housing sock in our City. I therefore, encourage your approval.

<br />Motion of Mr. Beamer and seconded by Mrs. Lucas, to adopt the resolution.

<br /> Substitute motion of Mr. Whitlow and seconed by Mr. Beamer, that the matter be deferred
<br />to the meeting of January 28, 1986, and was adopted by unanimous vote (6-0).
<br />
<br /> 86-15 - Letter from the City Manager recommending adoption of a motion approving the
<br />1986 Legislative Package.
<br />
<br /> "Attached for your consideration is the final draft of the City's 1986 Legislative
<br />Proposats~ The comments and recommendations from your December 16, 1985 meeting with our
<br />General Assembly Delegation have been incorporated. Also, is an updated schedule of activitie~
<br />for the General Assembly and the City. I recommend adoption of the proposals.
<br />
<br />As always, should you have any questions, do not hesitate to call me."

<br />continuation of tolls, was defeated by the following vote:
