<br /> "The Portsmouth Museum and Fine Arts Con~ission, having carefully deliberated on the
<br />mission of the new museum facility, respectfully recommend that the City Council proceed with
<br />dispatch to beg~n the process to establish a Monitor-Merrimack Museum in Portsmouth. Such a
<br />museum would commemorate the Battle of the Ironclads, a local event that is also one of the
<br />most famous events ~n world history. In addition to providing a valuable educational re-
<br />source in our midst, it would enhance Portsmouth's image and economy by establishing an
<br />institution attracting favorable attention nationally and internationally.
<br />
<br /> It is further recommended that this museum would incorporate significant and appropriate
<br />~rtifacts and aspects of local history.
<br />
<br /> Provision for continuing the present mmssion of the Naval Shipyard Museum would be

<br /> Marshall W. Butt, Jr., 214 Glasgow Street, requested that the language of the Monitor-
<br />Merrimack be changed to. Virginia-Monitor; also "k" on the end of Merrimack ms incorrect.

<br /> Ray Peabody, 1 Harbor Court, Member of the Museum & Fine Arts Commission, stated that
<br />the name Monitor-Merrimack had to be incorporated ~or national recognition.

<br /> On motion of Mr. Whitlow and seconded by Mrs. Webb, the following resolution was adopted:

<br />TO BE NAMED THE USS MONITOR-MERRIMACK (ESS VIRGINIA) MUSEUM: AUTHORIZING FHE CITY
<br />MANAGER TO MAKE APPLICATION TO TH~ NATIONAL OCEAN AND ATMOSPHERIC ADMINISTRATION
<br />TO HOUSE THE ARTIFACTS FROM THE USS MONITOR IN THE NEW PORTSMOUTH HISTORY MUSEUM.

<br /> WHEREAS, the Portsmouth Museum and Fine Arts Commission has recommended that a new
<br />Portsmouth History Museum commemorate the battle of the USS MONITOR and the MERRIMACK
<br />(CSS VIRGINIA) a local event which has historic significance in world history; and
<br />
<br /> WHEREAS, the National Ocean and Atmospheric Administration will, in the near future,
<br />be accepting proposals for housing the artifacts of the USS MONITOR which are to be removed
<br />from the Atlantic Ocean; and
<br />
<br />WHEREAS, artifacts from the MERRIMAC (CSS VIRGINIAi are also available in the local area

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />it hereby endorses the concep~ ~f creating a new Portsmouth History Museum to be named USS
<br />MONITOR-MERRIMACK (ESS VIRGINIA MUSEUM).

<br />vacate a water line easement on the Doughties Foods' property north of
<br />
<br /> "In con~ection with its expansion program, Doughties Foods, Inc., has requested that the
<br />City release an exmsting water line easement across its property on Wesley Street. In con-
<br />sideration for this release, Doughties has agreed to dedicate a new easement in an area of
<br />the property which would be compatible with its construction plans and to relocate the existin
<br />water line at no cost to the City. Furthermore, Doughties has agreed to dedicate additional
<br />storm drainage easements which would allow the City to improve the storm drainage in this area
<br />by installing larger pipes to carry the additional flow. This storm drainage would be tied
<br />into the system which Doughties ms installing for its own parking lot purposes at a cos~ to
<br />the City of approximately $4,50~.00. These funds would be available from the matching develo
<br />merit funds in the present budget.

<br /> I recommend adoption of the resolution on your agenda to authorize the release of the
<br />existing water line easement.'

<br /> On motion of Mrs. Webb and seconded by Mrs. Lucas, the following resolution was adopted,
<br />and by the £ollowing vote:

<br />"A RESOLUTION AUTHORIZING.THE CITY MANAGER TO VACATE A WATER LINE EASEMENT.
<br />
<br /> WHEREAS, by deed recorded in the Clerk's Of~ce of the Circuit Court of the City of
<br />Portsmouth, Virginia, in Deed Book 581, page 82, a certain 10' water line easement was dedi-
<br />cated to the City of Portsmouth; and
<br />
<br /> WHEREAS, the property on whiah sai~ easement is located is a portion of the proper~y ~o
<br />occupied by the expamsion of the Doughties Foods, Inc., business on Wesley Street; and
<br />
<br /> WHEREAS, Doughties Foods, Inc., has agreed to relocate said water line at no cost to the
<br />City and to provide additional storm drainage facilities to the City.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virgmnia, that
<br />the City Manager be, and he hereby is, authorized to release that certain 10' water line ease-
