The documentation contains an historical summary of Community Development <br />activities as well as an outline of activities to be conducted under the 1986 program, which <br />was the subject of a Public Hearing you conducted on December 10, 1985. There were no public <br />comments received at that hearing, the Portsmouth Redevelopment and Housing Authority has <br />reviewed and approved the 1986 program. <br /> <br /> An Apprcpriation Ordinance is enclosed for your review, this appropriation includes the <br />anticipated 1986 Entitlement of $1,800,000, which represents a reduction of $233,000 from last <br />year's allocation. Program Income for the year is projected of $1,800,000, for a total appro- <br />priation of $3,600,000. Additionally, we expect to have $400,000 in reprogrammable funds, <br />which you previously appropriated. I, therefore, recommen~ your <br />the 1986 Community Development Program and the 2acessary appropriation." <br /> <br />Portsmouth <br />approval of <br /> <br /> On motion of Mrs. Lucas and seconded by Mrs. Webb, the following ordinance was approved <br />on first reading, and was ~dopte4 by u~am~mous vote [6-0~: <br /> <br />"AN ORDINANCE TO APPROPRIATE $3,600,000 FROM THE COMMUNITY DEVELOPMENT FUND FOR <br />THE 1986 COMMUNITY DEVELOPMENT PROGRAM." <br /> <br /> 86-10 Letter from the City Manager recommending adoption of an ordinance to appropriate <br />$210,000 for the location stud)- and design of the new Naval Museum and award of contract. <br /> <br /> "As part of our continuing revitalization program for downtown, you have identified a vet' <br />key element to the success of our effort -- a new Naval Museum. <br /> <br /> In ~his regard, my staff selected an eminently qualified architectural firm, E. Verner <br />Johnson and Assoziates, to assist us in locating a site for the new museum and to exhibition <br />areas. A selection committee reviewed twenty-eight submittals from firms across the country <br />and interviewed five. This firm has vast experience in museum design and layout. They excel <br />in participatory exhibits, and the committee felt that they have precisely the background that <br />we need. E. Verner Johnson and Associates will also select a local architect familiar with <br />unique topographical problems of our area, to assist them with the project. <br /> <br /> I, therefore, recommend that City Council award the contract to E. Verner Johnson and <br />Associates and appropriate $210,000 for the location study and design of the new Naval Museum. J <br /> / <br /> Motion of Mrs. Webb and seconded by Mr. Corprew, to suspend the rules for Marshall W. Burl <br />Jr., 214 Glasgow Street, to speak was adopted by unanimous vote. <br /> <br /> Mr. Butt requested that the arts part of the museum be kept separate from the history <br />part, as to comingle those effort would be wrong. <br /> <br /> on motion of Mrs. Webb and seconded by Mr. Beamer, the following ordinance was approved <br />on first reading; award of contract to E. Verner Johnson, and was adopted by unanimous vote <br />(6-0): <br /> <br />"AN ORDINANCE TO APPROPRIATE $210,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />LOCATION STUDY AND DESIGN OF THE NEW NAVAL MUSEUM." <br /> <br /> 86-11 - Letter from the City Manager recommending adoption of a resolution endorsing <br />the concept of MONITOR-MERRIMACK Museum and authorizing the City Manager to submit an appli- <br />cation to secure the U.S.S. MONITOR artifacts from the National Oceanic and Atmospheric <br />Administration. <br /> <br /> "To add even greater excitement to the New Naval Museum, there is a possibility that <br />we may be able to acquire the artifacts from the U.S.S. MONITOR, if they are removed from the <br /> <br /> Attached is a recommendation adopted by the Museum and Fine Arts Commission requesting <br />authority to provide an attempt to acquire hi~torical ~ocumentation and artifacts from the <br />U.S.S. MONITOR. Mr~ C, Donald Porter, Chairman of the Museum and Fine Arts Commission, Will <br />be present at the City Council meeting to make a formal presentation. <br /> <br /> I support the Commission's recommendation and request the adoption of the attached <br />resolution." <br /> <br /> C.
