228 <br /> <br />Janury 14, 1986 <br /> <br /> 86-7 Letter from the City Manager recommending adoption of an ordinance to appropriate <br />$22,000 for construction of a portion of Rodman Avenue and for design of the intersection <br />with High Street and award of contract. <br /> <br /> "The 1985-90 Capital Improvement Program designates $15,000 in prior authorizations for <br />design and partial construction of Rodman Avenue between Western Branch Boulevard End High <br />Street. As part of a defaulted subdivision agreement from August 1984, there is $7,244.50 <br />availabe for construction of a portion of Rodman Avenue in this area. In order to coordinate <br />these street improvements with the construction of the Maryview parking lot, the Rodman <br />Avenue project was bid on Decemter 10, 1985 with the following results: <br /> <br />CONTRACTOR BID PRICE PERCENTAGE <br /> <br />(1] Blair Brothers, Inc. <br />(2) Aldo Construction Corporation <br /> <br /> City Estimate <br /> <br /> The bid price <br />project and lower quantities caused the unit prices to <br />satisfactory~ro~k for the City on <br />The total anticipated cost is: <br /> <br />$14,331.00 122~ <br />15,316.00 131} <br /> <br />is higher <br /> <br />$11,730.00 100~ <br /> <br />than anticipated because of the relatively small size of the <br /> increase. Blair Brothers has performed <br /> past projects and their unit prices are not out of line. <br /> <br />Construction Contract <br />Contingencies <br />Contract Administration g Inspection <br />High Street Intessection Design <br /> <br />$14,331.00 <br /> 1,905.50 <br /> 1,648.00 <br /> 4,115.50 <br /> <br />ESTIMATED PROJECT COST <br /> <br />$22,000.00 <br /> <br /> With the recent inquiries from property owners on High Street near this area, I would <br />like ~oproceed with f~nal engineering design of the Ro~man Avenue extension, using the balance <br />of funds in this category. Therefore, I recommend the award of the contract to the low bidder <br />Blair Brothers, and the appropriation of $22,000 for the construction of a portmon of Rodman <br />Avenue and for the design of the intersection with High Street." <br /> <br /> On motion of Mrs. Webb and seconded by Mrs. Lucas, the <br />on first reading; award of contract to Blair Brothers, Inc., <br />adopted by unanimous vote (5-0): <br /> <br />following ordinance was approved <br />being the low bidder, and was <br /> <br />"AN ORDINANCE TO APPROPRIATE <br />CONSTRUCTION OF A PORTION OF <br />WITH HIGH STREET." <br /> <br />$22,000 FROM THE CAPITAl IMPROVEMENT FUND FOR <br />RODMAN AVENUE AND FOR DESIGN OF THE INTERSECTION <br /> <br />Councilman Beamer returned to the Council Chamber. <br /> <br /> 86-8 Letter from the City Manager recommending adoption of an ordinance to appropriate <br />$29,000 for replacement of exterior doors ~n the Civic Center Complex and award of contract. <br /> <br /> "The 1984 Capital Improvement Budget authorized $20,000 for a phased replacement of <br />exterior doors in the Civic Center Complex. The 1985 Capital Improvement Budget authorized <br />$30,000 for Phase II for replacement of the remainder of the exterior doors in the Civic <br />Center Complex. <br /> <br /> The existing doors are too heavy causing continuous maintenance problems in addition to <br />creating a safety hazard. The problem ~s particularly severe during storms acccompanied with <br />high winds [northeastersl . The second phase proposed door replacements which would reduce <br />drafts, therefore, resulting in heating and air conditioning savings. The second phase of the <br />program replaces the remaining ten doors. This project was bid on October 8, 1984, for the <br />replacement of all doors in Phase I and Phase II. Bids were received and the original contrac <br />tors, Binswanger Glass, Norfolk, Virginia, was the low bidder and has agreed to install the <br />remaining ten doors at their previous per unit bid price. <br /> <br /> The Director of General Services and the Purchasing Agent feel that the bid price <br />acceptable and recommend it for approval. The per unit bid price is $2,900 for a total <br />project cost Of ~29..C00~ <br /> <br /> I recommend the appropriation of $29,000 and award of the contract to <br />the time-frame for completion is ninety (90) days." <br /> <br /> On motion of Mr. Whitlow and seconded by Mr. Beamer, <br />on first reading; award of contract to Binswanger Glass, <br />(6-0): <br /> <br />"AN ORDINANCE TO APPROPRIATE $29,000 FROM THE CAPITAL <br />MENT OF EXTERIOR DOORS IN THE CIVIC CENTER COMPLEX" <br /> <br />is <br /> <br /> Binswanger Glass. <br /> <br />the following ordinance was approved <br />and was adopted by unanimous vote <br /> <br /> IMPROVEMENT FUND FOR REPLACE- <br /> <br /> 86-9 Letter from the City Manager recommending adoption of an ordinance to appropriate <br />$3,600,000 from the Community Development Fund for the 1986 Community Development Program. <br /> <br /> <br />
