October 10, 2023 <br /> <br />Motion by Mr. Barnes, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO RE-APPROPRIATE UNEXPENDED FUNDS IN THE AMOUNT OF <br />$8,658,832 FROM THE FY 2023 PORTSMOUTH PUBLIC SCHOOLS GRANT FUND <br />BUDGET TO THE FY 2024 PORTSMOUTH PUBLIC SCHOOLS GRANT FUND <br />BUDGET.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 326 - Adoption of an ordinance to re-appropriate unexpended funds in the <br />amount of $3,267,642 from the FY 2023 Portsmouth Public Schools Risk <br />Management Fund Budget to the FY 2024 Portsmouth Public Schools Risk <br />Management Fund Budget. <br /> <br />Background: <br /> <br /> City Council appropriated $26,328,184 to the FY 2023 Risk Management Fund for <br />the Portsmouth Public Schools (PPS). <br /> <br /> On September 21, 2023 the Portsmouth School Board adopted a Resolution <br />requesting that City Council appropriate the preliminary amount totaling $3,267,642 from <br />the FY 2023 PPS Risk Management Fund Budget to the FY 2024 PPS Risk Management <br />Fund Budget. <br /> <br />Discussion: <br /> <br /> City Council Ordinance 2022-37 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2023 Portsmouth Public <br />Schools budget shall lapse at the end of the fiscal year, as provided under 22.1-100 of <br />the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be <br /> <br />deemed unspent appropriations that will require re-appropriation by the City Council.” <br /> <br /> Re-appropriation Request for Unspent/Carryforward Funds: PPS is requesting <br />the re-appropriation of the preliminary amount of $3,267,642 related to unspent funds as <br />of the end of the fiscal year. The unspent funds would be used for the following: <br /> $321,998 for the Workers’ Compensation/General Liability Program <br />o <br /> $2,945,644 for the PPS Health Plan <br />o <br /> <br /> The following table shows the impact of the proposed re-appropriation of the <br />preliminary amount to the FY 2024 PPS Risk Management Fund: <br /> <br />Current Total Revised <br />FY 2024 FY 2023 Re-FY 2024 <br />Fund Appropriation appropriation Appropriation <br />$23,100,000 <br />Risk Management Fund $3,267,642 $26,367,642 <br /> <br /> <br />Financial Impact: <br /> <br /> This is a re-allocation of previously appropriated FY 2023 PPS Risk Management <br />Fund money. <br /> <br /> The FY 2024 PPS Risk Management Fund will increase by the amount shown <br /> <br />above. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Departments for the City and Schools will complete the necessary <br /> <br />budget adjustments. <br /> <br />Motion by Mr. Barnes, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
