October 10, 2023 <br /> <br />“ORDINANCE TO RE-APPROPRIATE UNEXPENDED FUNDS IN THE AMOUNT OF <br />$1,188,232 FROM THE FY 2023 PORTSMOUTH PUBLIC SCHOOLS FOOD <br />SERVICES FUND BUDGET TO THE FY 2024 PORTSMOUTH PUBLIC SCHOOLS <br />FOOD SERVICES FUND BUDGET.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 325 - Adoption of an ordinance to re-appropriate unexpended funds in the <br />amount of $8,658,832 from the FY 2023 Portsmouth Public Schools Grant Fund <br />Budget to the FY 2024 Portsmouth Public Schools Grant Fund Budget. <br /> <br />Background: <br /> <br /> City Council appropriated $113,996,382 to the FY 2023 Grant Fund Budget for the <br />Portsmouth Public Schools (PPS). <br /> <br /> On September 21, 2023 the Portsmouth School Board adopted a Resolution <br />requesting that City Council appropriate a preliminary amount totaling $8,658,832, of <br />which $660,190 is encumbered but unexpended funds and $7,998,642 is unencumbered <br />funds, from the FY 2023 PPS Grant Fund Budget to the FY 2024 PPS Grant Fund Budget. <br /> <br />Discussion: <br /> <br /> City Council Ordinance 2022-37 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2023 Portsmouth Public <br />Schools budget shall lapse at the end of the fiscal year, as provided under 22.1-100 of <br />the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will <br />be deemed unspent appropriations that will require re-appropriation by the City <br /> <br />Council.” <br /> <br /> Re-appropriation Request of Encumbered Funds: PPS is requesting the re- <br />appropriation of the preliminary amount of $660,190 related to Perkins Career & <br />Technical Education, Special Education and Title I. <br /> <br /> Re-appropriation Request of Unspent/Carryforward Funds: PPS is requesting the <br />re-appropriation of the preliminary amount of $7,998,642 related to <br />unspent/unencumbered funds as of the end of the fiscal year.
