October 10, 2023 “ORDINANCE TO RE-APPROPRIATE UNEXPENDED FUNDS IN THE AMOUNT OF $1,188,232 FROM THE FY 2023 PORTSMOUTH PUBLIC SCHOOLS FOOD SERVICES FUND BUDGET TO THE FY 2024 PORTSMOUTH PUBLIC SCHOOLS FOOD SERVICES FUND BUDGET.” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 23 - 325 - Adoption of an ordinance to re-appropriate unexpended funds in the amount of $8,658,832 from the FY 2023 Portsmouth Public Schools Grant Fund Budget to the FY 2024 Portsmouth Public Schools Grant Fund Budget. Background:  City Council appropriated $113,996,382 to the FY 2023 Grant Fund Budget for the Portsmouth Public Schools (PPS).  On September 21, 2023 the Portsmouth School Board adopted a Resolution requesting that City Council appropriate a preliminary amount totaling $8,658,832, of which $660,190 is encumbered but unexpended funds and $7,998,642 is unencumbered funds, from the FY 2023 PPS Grant Fund Budget to the FY 2024 PPS Grant Fund Budget. Discussion:  City Council Ordinance 2022-37 states “all unspent appropriations under this ordinance or any ordinance appropriating funds for the FY 2023 Portsmouth Public Schools budget shall lapse at the end of the fiscal year, as provided under 22.1-100 of the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be deemed unspent appropriations that will require re-appropriation by the City Council.”  Re-appropriation Request of Encumbered Funds: PPS is requesting the re- appropriation of the preliminary amount of $660,190 related to Perkins Career & Technical Education, Special Education and Title I.  Re-appropriation Request of Unspent/Carryforward Funds: PPS is requesting the re-appropriation of the preliminary amount of $7,998,642 related to unspent/unencumbered funds as of the end of the fiscal year. The unspent/unencumbered funds are comprised of the following: $602,813 from the Virginia Preschool Initiative Program o $573,725 from the Early Reading Initiative Program o $309,333 from the Early Reading Specialist Program o $59,827 from the SOL Algebra Readiness Program o $4,820,944 from the School Construction Grants Program o $1,632,000 from the Virginia Public Schools Authority Program o  The following table shows the impact of the proposed re-appropriation of the preliminary amount to the FY 2024 PPS Grant Fund: Unencumbered Current Encumbered FY2023 Total Revised FY 2024 FY 2023 Re-Re-FY 2024 Fund Appropriation appropriation appropriation Appropriation Grant Fund $22,306,224 $660,190 $7,998,642 $30,965,056 Financial Impact:  This is a re-allocation of previously appropriated FY 2023 PPS Grant Fund money.  The FY 2024 PPS Grant Fund will increase by the amount shown above.
