September 26, 2023 <br /> <br />Background: <br /> <br /> The Virginia Department of Transportation intends to construct a flyover ramp to <br />allow access to the SPSA landfill facility from the eastbound lanes of Route 58. <br /> <br /> Currently, accessing the SPSA facility from the eastbound lanes of Route 58 <br />requires cutting across the westbound lanes, which creates a traffic hazard. <br /> <br /> The City owns an abandoned railroad right of way in Suffolk identified as Tax <br />Parcel #35*XX. <br /> <br /> In furtherance of the flyover project, VDOT has requested that the City grant two <br />drainage easements encumbering the abandoned railroad right of way. <br /> <br /> One easement is approximately 42 feet by 120 feet and the second easement has <br />a variable width and extends approximately 1,080 feet. <br /> <br />Discussion: <br /> <br /> The Department of Public Utilities has reviewed the proposed easements and <br /> <br />determined that they will have no negative impact on the City’s water facilities. <br /> <br /> The flyover will improve traffic flow on Route 58, eliminate a significant traffic <br /> <br />hazard, and benefit SPSA (of which the City is a member). <br /> <br />Financial Impact: <br /> <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Interim City Manager will execute and deliver the documents necessary to <br /> <br />create the easements. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE CONVEYANCE OF TWO DRAINAGE <br />EASEMENTS ENCUMBERING PROPERTY HAVING A SUFFOLK TAX PARCEL <br />NUMBER OF #35*XX TO THE COMMONWEALTH OF VIRGINIA IN FURTHERANCE <br />OF THE CONSTRUCTION OF THE SPSA FLYOVER RAMP ALONG ROUTE 58. <br /> <br />WHEREAS, <br /> the Virginia Department of Transportation intends to construct a <br />flyover ramp to allow access to the SPSA landfill facility from the eastbound lanes of <br />Route 58; and <br /> <br />WHEREAS, <br />currently accessing the SPSA facility from the eastbound lanes <br />requires cutting across the westbound lanes, which creates a traffic hazard; and <br /> <br />WHEREAS, <br />the City owns an abandoned railroad right of way in Suffolk identified <br />as Tax Parcel #35*XX; and <br /> <br />WHEREAS, <br /> in furtherance of the flyover project, VDOT has requested that the City <br />grant two drainage easements encumbering the City’s property; and <br /> <br />WHEREAS, <br /> one easement is approximately 42 feet by 120 feet and the second <br />easement is approximately 30 feet (variable width) by 1,080 feet; and <br /> <br />WHEREAS, <br /> the Departments of Public Utilities and Engineering have reviewed <br />the proposed easements and determined that they will have no negative impact on the <br />City’s water facilities; and <br /> <br />WHEREAS, <br /> the flyover will improve traffic flow on Route 58, eliminate a significant <br />traffic hazard, and benefit SPSA (of which the City is a member); <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
