September 26, 2023 Background:  The Virginia Department of Transportation intends to construct a flyover ramp to allow access to the SPSA landfill facility from the eastbound lanes of Route 58.  Currently, accessing the SPSA facility from the eastbound lanes of Route 58 requires cutting across the westbound lanes, which creates a traffic hazard.  The City owns an abandoned railroad right of way in Suffolk identified as Tax Parcel #35*XX.  In furtherance of the flyover project, VDOT has requested that the City grant two drainage easements encumbering the abandoned railroad right of way.  One easement is approximately 42 feet by 120 feet and the second easement has a variable width and extends approximately 1,080 feet. Discussion:  The Department of Public Utilities has reviewed the proposed easements and determined that they will have no negative impact on the City’s water facilities.  The flyover will improve traffic flow on Route 58, eliminate a significant traffic hazard, and benefit SPSA (of which the City is a member). Financial Impact:  None. Recommended Action:  Adoption of the resolution. Next Steps Following Council Action:  The Interim City Manager will execute and deliver the documents necessary to create the easements. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION AUTHORIZING THE CONVEYANCE OF TWO DRAINAGE EASEMENTS ENCUMBERING PROPERTY HAVING A SUFFOLK TAX PARCEL NUMBER OF #35*XX TO THE COMMONWEALTH OF VIRGINIA IN FURTHERANCE OF THE CONSTRUCTION OF THE SPSA FLYOVER RAMP ALONG ROUTE 58. WHEREAS, the Virginia Department of Transportation intends to construct a flyover ramp to allow access to the SPSA landfill facility from the eastbound lanes of Route 58; and WHEREAS, currently accessing the SPSA facility from the eastbound lanes requires cutting across the westbound lanes, which creates a traffic hazard; and WHEREAS, the City owns an abandoned railroad right of way in Suffolk identified as Tax Parcel #35*XX; and WHEREAS, in furtherance of the flyover project, VDOT has requested that the City grant two drainage easements encumbering the City’s property; and WHEREAS, one easement is approximately 42 feet by 120 feet and the second easement is approximately 30 feet (variable width) by 1,080 feet; and WHEREAS, the Departments of Public Utilities and Engineering have reviewed the proposed easements and determined that they will have no negative impact on the City’s water facilities; and WHEREAS, the flyover will improve traffic flow on Route 58, eliminate a significant traffic hazard, and benefit SPSA (of which the City is a member);
