September 12, 2023 <br /> <br />Recommended Action: <br /> <br /> Adoption of a resolution. <br />Next Steps Following Council Action: <br /> <br /> The City Manager will ensure that the Director of BHS takes the necessary steps <br />to notify VDBHDS of the City Council’s approval of the FY 2024/FY 2025 Performance <br />Contract. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION TO APPROVE THE FY 2024/FY 2025 COMMUNITY SERVICES <br />PERFORMANCE CONTRACT FOR THE DEPARTMENT OF BEHAVIORAL <br />HEALTHCARE SERVICES. <br /> <br /> WHEREAS, <br />the Virginia Department of Behavioral Health and Developmental <br />Services annually or biennially issues a performance contract to each local community <br />services board (CSB) specifying the services to be rendered by the Department of <br />Behavioral Healthcare Services for the next fiscal year relative to funding budgeted; and <br /> <br />WHEREAS, <br /> the City of Portsmouth must approve the Portsmouth Department of <br />Behavioral Healthcare Services’ FY 2024/FY 2025 Community Services Performance <br />Contract in order to receive funding from the Commonwealth; and <br /> <br />WHEREAS, <br /> a local match of $973,572 is required as a condition of receiving <br />funding for FY 2024 under the Community Services Performance Contract, which match <br />has been previously appropriated in the FY 2024 Portsmouth Department of Behavioral <br />Healthcare Services budget; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby approves the Portsmouth Department of Behavioral Healthcare <br /> <br />Services’ FY 2024/FY 2025 Community Services Performance Contract.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 285 - Adoption of a resolution authorizing the conveyance of a utility easement <br />encumbering approximately 1,292 square feet of 1227 Holland Road (Lake Kilby) to <br />Virginia Natural Gas in furtherance of the S.A.V.E. Program to upgrade natural gas <br />line systems in the Commonwealth. <br /> <br /> <br />Background: <br /> <br /> Virginia Natural Gas (“VNG”) has an exposed pipeline that runs along the bridge <br />over Lake Kilby that joins Holland Road and West Washington Street in Suffolk. <br /> <br /> VNG is improving its infrastructure. As part of the improvements, VNG intends to <br />replace the exposed pipeline with a pipeline running under the bed of Lake Kilby. <br /> <br /> To complete the pipeline replacement, VNG requires an easement from the City. <br />The easement will encumber approximately 1,292 square feet of Lake Kilby and the <br />surrounding land. <br /> <br /> VNG has offered the estimated fair market value of $516 to the City in exchange <br />for the easement. <br /> <br />Discussion: <br /> <br /> The Department of Public Utilities has reviewed the proposed easement and <br />determined it will not have a negative impact on Lake Kilby. <br /> <br />Financial Impact: <br /> <br /> <br /> The City will receive $516. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br /> <br /> <br /> <br /> <br />
