September 12, 2023 <br /> <br /> <br /> It is necessary for City Council to accept and appropriate this additional <br />disbursement. <br /> <br /> The Settlement MOU requires the City to use the Settlement Funds for “Approved <br />Abatement Purposes”, which it defines as: “efforts to treat, prevent, or reduce opioid use <br />disorder or the misuse of opioids or to otherwise abate or remediate the opioid <br />epidemic…”. Specific examples of Approved Abatement Purposes are described in <br />Section (C)(4)(a) through (j) of the Settlement MOU. <br /> <br /> <br /> The proposed ordinance appropriates the $82,778.38 allocation of Settlement <br />Funds to the Department of Behavioral Healthcare Services for use for Approved <br />Abatement Purposes. <br /> <br />Financial impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> BHS will expend the Settlement Funds for Approved Abatement Purposes. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING SETTLEMENT FUNDS IN THE AMOUNT OF $82,778.38 <br />FROM THE NATIONAL OPIOIDS SETTLEMENT FUND TRUST AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2024 BEHAVIORAL HEALTHCARE <br />SERVICE FUND FOR USE BY BHS FOR APPROVED ABATEMENT PURPOSES AS <br />DEFINED BY THE VIRGINIA OPIOID FUND AND SETTLEMENT ALLOCATION MOU.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 284 - Adoption of a resolution to approve and ratify the FY 2024/FY 2025 <br />Community Services Performance Contract for the Portsmouth Department of <br />Behavioral Healthcare Services. <br /> <br />Background: <br /> <br /> Community Service Boards (CSBs) shall submit their performance contracts to the <br />local governments in their service areas for review and approval pursuant to Section 37.2- <br /> <br />508 or 37.2-608 of the Code of Virginia. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />(VDBHDS) issues a performance contract to each CSB on an annual or biennial basis. <br />The Performance Contract specifies the services to be rendered through the local <br />department of behavioral healthcare services for the next fiscal year relative to budgeted <br /> <br />funding committed to the CSB for the funding period. <br /> <br /> The Portsmouth Department of Behavioral Healthcare Services (DBHS) operating <br />budget is approved annually by City Council during the City’s budget process. The <br /> <br />Performance Contract displays this budget in the format required by the State. <br /> <br /> The City must approve the Performance Contract in order for the CSB to receive <br />the allocations of State and Federal dollars that fund the services provided by DBHS. The <br />State and Federal dollars are received through the VDBHDS Office of Community <br /> <br />Contracting. <br /> <br />Financial Impact: <br /> <br /> The total projected Cost for Services for the first year of the Performance Contract <br /> <br />(Fiscal Year 2024) is $15,328,491. <br /> <br /> The Cost for Services will be paid primarily from State and Federal funds. There <br /> <br />is a local match of $973,572, which is budgeted as part of the FY 2024 BHS Budget. <br /> <br /> <br /> <br /> <br />
