<br /> With the announcement last summer of the Director of Public Works' retirement, I spent
<br />countless hours comFaring Portsmouth's operation with that of other communities. During this
<br />process I also took note of Council's goals and objectives and how I could best organize my
<br />departments to respond to Council's priorities. With your commitment to the "Renaissance" of
<br />Portsmouth, it has become increasingly more appar'ent to me that the City could be better serve
<br />if the departments of Public Works, Engineering, Traffic Engineering and Inspections were
<br />consolidated. Coordination of these departments has always been important to the de~ree that
<br />a past City Manager located these departments on the same floor of City Hall (fourth floor).

<br /> I feel that the City is fortunate to have the services of Mr. Thomas F. O'Kane to serve
<br />as Director of this consolidated Department. Mr. O'Kane, since his arrival in Portsmouth al-
<br />most three years ago, has dedicated himself to learning tee City and taking an increasingly
<br />lather role ~n the development of this City.
<br />
<br /> With this consolidation, one Grade 36 position wilI be eliminated and several others
<br />will be targeted for evaluation. In discussing this proposal with the City Attorney, certain
<br />modifications to the City Code will have to be made to bring this change into effect. The
<br />attached ordinance reflects the key elements of this consolidation and I recommend it for your
<br />approval."

<br /> The attached resolution appoints viewers in accordance with applicable State Law to view
<br />the portion of such s~reet and to report to the Plannin~ Commission if any inconvenmence would
<br />result zn closing that portion of Second Street.
<br />
<br />I, therefore, concur and recommend the adoption of the attached resolution."
