January 28~ 1986 <br /> <br /> On motion of Mr. Corprew and seconded by Mrs. Lucas, the following resolution was adoptec <br />and by the following vote: <br /> <br />RESOLUTION APPOINTING VIEWERS FOR THE CLOSIN3 OF A PORTION OF SECOND STREET. <br /> <br /> WH£RBAS, P. H. Boyette, Jr. and Company, Incorporated has made application to vacate, <br />close and discontinue the hereinafter-described portion of Second Street, and it appearing <br />that notice of application and reauest for the appointment of viewers has been duly advertised <br />as required by law. <br /> <br /> NOW, tHEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that <br />Richard D. Ottavio, Simon P. Arrington, Robert McCurdy, James V. McGhee and Raymond Tweed be <br />appointed vmewers and that Emerson Smith and Clinton J. Fortune be appointed alternate <br />mn the event one of the preceding viewers fails to participate, said viewers to view the here- <br />inafter-described portion of such street and to report to this Council in writing whether in <br />their opinion any, and if any what, inconvenience would result from vacating and closing the <br />following: <br /> <br />SECOND STREET <br /> <br /> All that certain piece or parcel of land, situate in the City of <br />Portsmouth, Virginia being that portion of Second Street shown on the plat of <br />the Churchland LanR Company, duly recorded in the Clerk's Office of the <br />Circuzt Court of the City of Chesapeake in Map Book 18 page 85 whigh lies <br />between the easterr s~de of Academy Avenue and the northwestern line of the <br />right of wa) of the Norfolk and Western Railroad, formerly Norfolk Franklir <br />and Danville Railway, which was designated as Southern Railway on said plat, <br />said parcel being bounded on the west by the eastern line of Academy Avenue, <br />on the south by the northern line of Block Twenty (20) on said plat of the <br />Churchland Land Company, on the north by the southern line of Block Twenty- <br />one (21) on said plat, and on the east by said railroad right of way. <br /> <br /> Said property is shown on Portsmouth City Tax Map 818 and is bounded <br />on the north by parcels Eight (8), Ten (t01 , Twelve (12) and Fifteen <br />and on the south by parcels Fonrteen (14) and Twenty (20) on said Tax Ma~." <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br /> 86-36 Letter from <br />Parcel ~8 located in the <br />Housing Authority. <br /> <br />the City Manager recommending <br />~attonsville development area <br /> <br />adoption of a resolution to transfer <br />to the Portsmouth Redevelopment and <br /> <br /> "The Portsmouth Redevelopment and Housing Authority has requested that Parcel #8, owned b <br />the City, be transferred to the Authority to complete PRHA disposition Parcel ~29 for marketin <br /> <br /> Parcel ~29 (PRHA designation) is located on Ballard Avenue in the Hattonsville develop- <br />ment area. It consists of Parcels 8, 8.3, 9, 10 and 11 on Plate 563, this being the tract <br />assembled from a land trade/sale transfer between the City, PRHA an~ Southern Space Industrial <br />La~y' (See Attachment A & B). <br /> <br /> The transfer of Parcel ~8, owned by the Slay, ~o ERHA would consummate our plans to <br />consolidate fragmented small parcels into one favorable site to market for industrial reuse. <br />The ultimate site in public control would contain .885 acres, large enough to permit develop- <br />ment. In fact, there is interest in purchase and development of the site. <br /> <br /> Under this arrangement the City would receive a share of the net land sales proceeds <br />proportional ~o the percentage of the site presently owned by the City. Because of the <br />en~K~n~4.~ marketing benefits PRHA would derive by this transfer and the resulting development <br />site for industrial reuse, it is recommended that the City transfer Parcel #8 to PRHA £or <br />disposition. <br /> <br /> The attached resoIution has been prepared by the City Attorney and I recommend its <br />approval." <br /> <br /> On motion of Mr. Corprew and seconded by Mr. Beamer, the following resolution was adopted <br />and b~ the following ~ote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY OWNED PROPERTY ON THE <br />SOUTH SIDE OF BALLARD AVENUE (PARCEL) TO PORTSMOUTH REDEVELOPMENT AND HOUSING <br />AUTHORITY. <br /> <br /> WHEREAS, the City owns certain hereinafter-described real property which is no <br />required for public purposes, and is, hereby, declared to be excess property; and <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority owns certain adjoining <br />in the Hattonsvi]le Development area; and ~ <br /> <br />longer <br />property <br /> <br /> WHEREAS, the Council of the City of Portsmouth deems it to be in the best interest of <br />the City to combine said property with the property of Portsmouth Redevelopment and Housing <br />Authority for the purpose of marketing and developing said area~ and <br /> <br /> <br />
