"The Portsmouth Redevelopment and Housing Authority has requested that Parcel #8, owned b
the City, be transferred to the Authority to complete PRHA disposition Parcel ~29 for marketin

Parcel ~29 (PRHA designation) is located on Ballard Avenue in the Hattonsville develop-
ment area. It consists of Parcels 8, 8.3, 9, 10 and 11 on Plate 563, this being the tract
assembled from a land trade/sale transfer between the City, PRHA an~ Southern Space Industrial
La~y' (See Attachment A & B).

The transfer of Parcel ~8, owned by the Slay, ~o ERHA would consummate our plans to
consolidate fragmented small parcels into one favorable site to market for industrial reuse.
The ultimate site in public control would contain .885 acres, large enough to permit develop-
ment. In fact, there is interest in purchase and development of the site.

Under this arrangement the City would receive a share of the net land sales proceeds
proportional ~o the percentage of the site presently owned by the City. Because of the
en~K~n~4.~ marketing benefits PRHA would derive by this transfer and the resulting development
site for industrial reuse, it is recommended that the City transfer Parcel #8 to PRHA £or
disposition.

The attached resoIution has been prepared by the City Attorney and I recommend its
approval."
