<br /> At a regular meeting of the City Council held on Tuesday, January 28, 1986, there were
<br />present:

<br />James W. Holley, III, Ben A. Beamer, Sr., E. G. Corprew, Jr., J. Robert Gray,
<br />L. Louise Lucas, Gloria O. Webb, Morton V. Whitlow, George L. Hanbury, City Manager,
<br />Steven lieberman, City Attorney.

<br /> Rev. Thomas M. Steele, Pastor of New First Baptist Church. opened the meeting with prayer
<br />and a moment of silent prayer was held memoralizing for the liveslost in the accident of the
<br />Space Shuttle "Challenger"; followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Motion of Mr. Gray and seconded by Mr. Beamer,

<br /> 86-27 - Mr. Frank Cadlaon, Chairman of the "Voice ~ Democracy", sponsored by the Veterans
<br />of Foreign Wars, introduced~Christe ~Lesley,~ Senior of I. C. Norcom High School, and First
<br />Place Winner of Local Post 993 of the "Voice of Democracy Award". Miss Les~ey made the fol-
<br />lowing presentation:

<br />"NEW HORIZONS FOR AMfRICA'S YOUTH
<br />
<br /> This past decade has been cne of many in outlook. Thus, as one of today's youth, I see
<br />for my generation, endless opportunities for advancement. There have been many times when
<br />need has overruled want. But there are also times when want takes a strong stand and moves
<br />up to higher ground for even stronger reasons. As a young person in today's society, I need
<br />to keep my vmsion clear and my effort constant in order ~o succeed. But in order to succeed,
<br />an individual must choose to do so.
<br />
<br /> Choosing to succeed means focusing~life has no room for drifting without ~lan, unless one
<br />allows it. So one must choose ~o wzn, choose to make the best choices and inevitably be all
<br />these things that one believes.
<br />
<br /> A person must never settle when it comes to guiding his or her own life. This rules
<br />out trying to compensate ~or yesterday's mistakes the ideal is to renew and improve an idea,
<br />for a bigger and better ~omorrow. In this, one's thoughts, words, actions, a-~ ideas have
<br />the energy to attract power and challenge.
<br />
<br /> Tomorrow is another day, just as yesterday was, to our forebearers. We cannot change
<br />yesterday, but we can look at it and realize:~hat the hardest work has been done, and that
<br />because of our forefathers who blazed the trails before us, we can meet the challenges.
<br />To accomplish our goals, and quench our thirst for achievement, we must remember the purpose
<br />and spirit of which history was made. We are the generation [or which our forefathers fought,
<br />struggled, and survived. We now have the right and the reasons to choose the different paths
<br />we take. Some of us, today, may make history ourselves, s~mply by ~ these roads, usually
<br />not taken, and this is when'where choice comes in. But, we must remember, however difficult
<br />our lives may seem, we will never have as hard a time as those who paved our way.
<br />
<br /> Today our biggest challenge is to tap our own natural resources of creativity, and to
<br />find some new ways to solve some old problems.
<br />
<br /> As a free speaking society, we often ponder over and speak about our problems, our wants
<br />and our aspirations. To me, items good to dream, to have something to look forward to, to
<br />give us:purpose. Dreams gmve us spirit. The spirit to "get up" when we've been "knocked
<br />down" and to "speak up" when we've been "putdown". This spirit puts energy and purpose behind
<br />our ideas and goals.
<br />
<br /> But it doesn't end there; all this effort can be followed up with w~nning...and ultimatel
<br />our own interpretation of success.
<br />
<br /> In realizing this, I must say-.-there is a winning spirit in all of us which lies just
<br />under the surface of America's foundation. But under this foundation bubbles a magnetic zest
<br />for hoFe which attracts a winning that cannot be ignored.
<br />
<br /> The first and last step in winning, is knowing, with in one's self, that one can win.
<br />State of mind always has been and always will be the key to harmonious survival. As young
<br />Americans, we have the vitality and the power to go to the limit, to fight a good fight, and
<br />to w~n whatever our dreams may be. Serious and realistic involvement must be high on our
<br />list of valuable contributions, if we mean to keep the power running. This power motivates
<br />us to maintain the determination to live with purpose and unity.
<br />
<br /> As the youth of America, we are a people with a largely "underrated" reservoir of strengt
<br />and a great ability to adapt to challenges and obstacles what we must do is learn to tap
<br />those strengths in ourselves, f~ce the testmnB~of our abilities, and ultimately we will over-
<br />come all obstacles and win.
<br />
<br /> As America's youth, in this world, our horizons are new and powerful. All things that
<br />are fully constructed and renewed, come together mn us. To society, we are the flowers in
<br />bloom, and we shall prosper with support. With the encouragement of adults, we, the young
<br />
