<br />June 27, 2023 <br /> <br />“ORDINANCE ACCEPTING A VIRGINIA HOMELESS SOLUTIONS PROGRAM <br />GRANT IN THE AMOUNT OF $5,000 FROM THE DEPARTMENT OF HOUSING AND <br />COMMUNITY DEVELOPMENT AND APPROPRIATING SAID SUM IN THE FY 2023 <br />GRANTS FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES FOR <br />PORTSMOUTH CONTINUUM OF CARE PLANNING ACTIVITIES. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />23 - 224 - Boards and Commissions <br /> <br /> <br /> Councilman Moody offered the nomination of Barry Randall, Parks and Recreation <br />Commission, and the motion failed due to the lack of a second. <br /> <br />23 - 225 - Items Submitted by Council Members <br /> <br /> Dr. Whitaker inquired about the open space agreement with regards to Elizabeth <br /> <br />Manor and the City Assessor’s ability to provide an exemption to the property. <br /> <br /> Janey Culpepper, Interim City Assessor, responded to Councilman Whitaker’s inquiry. <br /> <br /> Mr. Hugel spoke on the following: <br /> <br /> Epsilon Systems celebrating 25 years of business in Portsmouth. <br />˗ <br /> Multi Agency Craft Conference sponsored by the American Society of Naval <br />˗ <br />Engineers and hosted by Fairlead. <br /> NNSY change of Command Ceremony, Thursday, June 29, 2023. <br />˗ <br /> <br /> Mr. Tillage asked for a consensus to provide funding for weapons detection system <br /> <br />for the schools. <br /> Interim City Manager Terry will provide information on possible funding sources <br />˗ <br />and options for City Council consideration. <br /> <br /> Vice Mayor Lucas-Burke asked for an update on the gift card distribution to seniors. <br /> <br /> Interim City Manager Terry provided an update. <br />˗ <br /> <br /> Mr. Tillage asked that City Council review the Tax Abatement Policy as well as the <br /> <br />scope of duties of the City Assessor. <br /> <br /> There was a majority consensus of City Council to have Interim City Manager Terry <br /> <br />bring back information on how the weapons detection system will be funded in FY24 <br />and provide options to City Council. From that presentation City Council will provide <br />direction and a consensus as to whether the City will provide the funding or if the <br />schools will need to find additional funding from their FY23 year end funds. <br /> <br /> Mr. Tillage asked that City Council review the City Council Rules of Order and <br /> <br />Procedure. <br /> City Attorney Graham-Williams provided instruction on how to proceed with <br />˗ <br />amending the City Council Rules of Order and Procedure. <br /> <br />th <br /> Mr. Moody informed citizens and City Council of the 105 Patriotic Festival, 10 a.m. - <br /> <br />3 p.m., Saturday, July 1, 2023, in Cradock. <br /> <br /> Mr. Moody voiced his concern with the increase in mosquitoes and asked that fogging <br /> <br />and aerial spraying to be used to eliminate pests. <br /> <br /> Mr. Moody voiced his concern with inconsistent trash collecting. <br /> <br /> Interim City Manager Terry spoke to the issue and informed City Council that a <br />˗ <br />presentation will be provided in July. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
