June 27, 2023 Discussion:  The DSS received a $400 cash donation from an anonymous donor.  The donated funds will be utilized for the Department of Social Services’ Community Day to be held on Saturday July 15, 2023. The event is free and open to the public.  The donation will be used for the purchase of food (ice cream) during the event. Financial Impact:  The funding available for the event will increase by $400. Recommended Action:  Adoption of the ordinance Next Steps Following Council Action:  Finance will make the appropriate budget adjustments. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING WITH APPRECIATION AN ANONYMOUS DONATION IN THE AMOUNT OF $400 AND APPROPRIATING SAID FUNDS TO THE FY 2024 SOCIAL SERVICES FUND BUDGET FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES FOR ITS FIRST EVER COMMUNITY DAY EVENT TO BE HELD ON JULY 15, 2023. ” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 23 - 223 - Adoption of an ordinance accepting a Virginia Homeless Solutions Program grant in the amount of $5,000 from the Department of Housing and Community Development and appropriating said sum in the FY 2023 Grants Fund for use by the Department of Social Services for Portsmouth Continuum of Care planning activities. Background:  A Continuum of Care (CoC) is a regional or local planning body that coordinates housing and services funding for homeless families and individuals.  DHCD administers the Commonwealth of Virginia’s homeless services resources through the Virginia Homeless Solutions Program. The purpose of the VHSP is to assist households experiencing homelessness to regain stability in permanent housing. Discussion:  Portsmouth DSS is the lead agency for the CoC and has received a Planning Grant in the amount of $5,000 for eligible activities, including COC planning and the HMIS Homeless Management Information System.  The grant has match contributions that can be cash, in-kind, or a combination of both. For CoC Planning projects the match must be equal to or greater than 25 percent of the total grant request.  DSS has budgeted for the cash match. Financial Impact:  DSS will be responsible for the cash match of 25% ($1,667). Recommended Action:  Adoption of the ordinance.
