The event is free and open to the public. <br /> <br /> <br /> The donation will be used for the purchase of food (ice cream) during the event. <br /> <br />Financial Impact: <br /> <br /> <br /> The funding available for the event will increase by $400. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION AN ANONYMOUS DONATION IN <br />THE AMOUNT OF $400 AND APPROPRIATING SAID FUNDS TO THE FY 2024 <br />SOCIAL SERVICES FUND BUDGET FOR USE BY THE DEPARTMENT OF SOCIAL <br />SERVICES FOR ITS FIRST EVER COMMUNITY DAY EVENT TO BE HELD ON JULY <br />15, 2023. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 223 - Adoption of an ordinance accepting a Virginia Homeless Solutions <br />Program grant in the amount of $5,000 from the Department of Housing and <br />Community Development and appropriating said sum in the FY 2023 Grants Fund <br />for use by the Department of Social Services for Portsmouth Continuum of Care <br />planning activities. <br /> <br />Background: <br /> <br /> A Continuum of Care (CoC) is a regional or local planning body that coordinates <br />housing and services funding for homeless families and individuals. <br /> <br /> DHCD administers the Commonwealth of Virginia’s homeless services resources <br />through the Virginia Homeless Solutions Program. The purpose of the VHSP is to assist <br />households experiencing homelessness to regain stability in permanent housing. <br /> <br />Discussion: <br /> <br /> Portsmouth DSS is the lead agency for the CoC and has received a Planning Grant <br />in the amount of $5,000 for eligible activities, including COC planning and the HMIS <br />Homeless Management Information System. <br /> <br /> The grant has match contributions that can be cash, in-kind, or a combination of <br />both. For CoC Planning projects the match must be equal to or greater than 25 percent <br />of the total grant request. <br /> <br /> DSS has budgeted for the cash match. <br /> <br />Financial Impact: <br /> <br /> DSS will be responsible for the cash match of 25% ($1,667). <br /> <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
